72
, Mr. Petschauer said the Committee also.wanted him to ask about the pay raise
for the.Coordinator. He asked Mayor Carmen to get back to them about that
as soon as.possible.
Mayor Carmen asked that this item be included on the next Council Caucus
agenda.
Mr. Petschauer reported that the softball season is underway. The next
Recreation Meeting will be Wednesday at 7:30 p.m. in the Community Room.
He asked if anyone was interested or would like to get involved, that they
attend the meeting.
Safety and Service - Mr. Basile said there was no meeting this month.
OLD BUSINESS
Progressive Drive - Mr. Feneli said at the last Caucus he.was asked to contact
Mr. Bloomfield and schedule a meeting. That meeting was held on Maq 14.
Council President Basile, several residents from the Worton Park area, Mr.
Bloomfield, and his legal counsel (from Progressive) attended. The meeting
was bas'ically conducted between Progressive and the Worton Park Homeowner's
Association. Mr. Bloomfield asked the homeowner's association to 1ay out
exactly those items that it wished to see corrected or implemented in order'
to maintain the residential integrity of Worton Park. Those items were spelled
out and Mr. Bloomfield and his legal counsel promised that within about a week
they would have answers on almost a11 of the matters. He said he believed the
homeowners group would get back to us; or we woul'd be copied with the
correspondence to the "wish list."
Hanus Drainage Problem - Mr. Feneli said on May 13, he, Mr. Basile, and Mr.
Amendola met with John MeCloud from the County Board of Health at the Piunno
property. He said they did not invite Mr. McCloud;. Mr. Piunno had done that.
Mr. Feneli explained that_ they had gone there to negotiate with him to gain
access to his property one more time before implementing any imminent domain
proceeding to take.the.property from him. He said Courtcil should have a copy
of a letter from Mr. McCloud dated May 15, 1987, which he did not receive
until today. In essence, Mr. McCloud said that the real problem in the
drainage area was not Mr. Piunno's ditch, the problem is that tne septic.systems
immediately south of Mr. Piunno's are in a state of disrepair or were never
installed properly in the first place. They were discharging black effluent.
Mr. McCloud will be contacting the homeowners there. Their septic sqstems.will
require substantial work or may have to be r:eplaced. He suggested that we not
go ahead and widen and deepen the ditch until we find out the extent of the
work required on the septic systems, although the work will have to be done
anywaq. Mr. Piunno said to go ahead and draw up a new right-of-entry ar.d he
will sign it as long as it will not be as extensive work as was originally
contemplated"by the engineer. The ditch would be substantially down-sized at
this point. He will talk to Mr. Houancsek to see if the project could be
down-sized a little bit: '
Mr. Goley asked if the problem that was created could be caused from the
septic tank not working properly instead of that the pipe was blocked,-.as
they had been lead to believe.
Mr. Feneli said that Mr. McCloud had been out here several years ago and that
he had mentioned that possibility at that time.
