122 <br />weekend. Mr. Petschauer commended Mary Ann Mooney for the great job she <br />did as Director of the Summer Playground Program. He said he received many <br />favorable comments about the program and Miss Mooney. He reported that the <br />Softball Banquet will be held this Wednesday at 6 p.m. in the High School cafeteria. <br />OLD BUSINESS <br />Increase complement of fire fighters on duty to three men - Chief Mohr reported <br />that at the last Council Caucus, Council approved the addition of a third person <br />to a shift, which was in the budget. The addition will be filled by part-time <br />personnel. He said this addition has increased their efficiency. It has enabled <br />them to decrease their response time for ambulance calls and will enable two men <br />to enter a fire with masks. <br />Progressive Insurance - Mrs. Buzek reported that a meeting was. held with the <br />Worton Park Homeowner's Association, the Village, and Jonathan Lewis from <br />Progressive who is managing this project. She said that the new drawings that they <br />submitted were for a six-story building, 2 underground. This does not meet <br />our code so as she understan.ds, it will have to presented to the Planning <br />and Zoning Commisssion for approval. <br />Mr. Feneli explained that an amendment to the Village Charter made by the <br />C.harter Review Commission last year changed the procedure to be followed regarding <br />certain zoning variances. With the passage of this amendment, Council has the <br />authority to grant certain variances. Prior to this, they would have had to <br />go to the electorate. <br />A brief discussion was held. <br />Mr. Feneli explained the pzocedure that should be followeddue to the amendment <br />made in the Charter. <br />Mr. Petschauer said he thinks he is speaking for the majority of Council, that <br />they oppose that amendment which was approved the electorate. Mr. Petschauer <br />said he plans to give a questionnaire on this issue to the residents in his ward <br />to their input. He said it is unfortunate that this issue was passed because <br />it took away a very important avenue of input. <br />Mr. Flynn commented that he would like to see the Planning and Zoning Commission <br />look at this issue because of their expertise. <br />Mr. Petschauer commented that he felt we should get as much expertise and input <br />as possible on this issue. <br />Mr. Feneli explained that since this issue has not been formally addressed to <br />Council, it is not a decision they must make at this time. <br />Front Row Traffic - Chief Stevens said there is some type of hold up from <br />Highland Heights. Mayor Carmen is working on that problem. <br />Jefferson Building - Mr. Basile said this matt er was discussed at the Caucus. <br />They have site plan approval showing two signs and have requested a variance on the <br />location of the sijns. <br />Mr. Feneli said the number of signs is beyond Council's authority to deny. <br />However, Council still has the discretion to d ecide if they should be granted <br />a variance on the location of the signs. They have requested a 10 ' variance.
