He thanked Council <br />for amending the agenda to include their comments. <br />Mr. Silk said he would like to open the floor to any other residents who would like to add anything <br />he may have missed. <br />Mr. Jerome Catalano of 6752 Hickorv Hill Drive said that swale waters from Metro Park Drive <br />come onto Hickory Hill Drive. Another problem is the storm sewers that were put in on Hickory <br />Hill. The bike path feeding the storm sewer adds to the problem. Mr. Catalano said the problem is two fold: surface and underneath. <br />Robert Kerver, a resident since 1968, said in 1971 this problem was created by the filling in of a <br />drainage swale in the south end of the development. From that time until the present it was never <br />opened up. The water gets into his sunken patio and goes into his house. It has happened 9 times <br />since he has lived here. This is the third adminislration in which he has brought the problem to <br />their attention. <br />Mayor Carmen said that hopefully this will be the last administrarion they will have to bring it to. <br />He said regarding the comment that when the problem was brought up it had fallen on deaf ears he <br />feels it was quite the contrary. Mayor Carmen said this administration has been more attuned to <br />problems than anyone realizes. About four years ago we deternuned as a group that the most <br />significant problem that existed in Mayfield Village were problems relating to water and drainage. <br />About three years ago in recognirion of this fact the Village hired Burgess & Niple to do a study on <br />the drainage problems in the Village. Burgess & Niple completed the study in a timely fashion and <br />the significant drainage problems in the Village were outlined in the study. Approximately 2 <br />million dollars would be needed to correct all of the problems. Since the Village is constrained by <br />finances, Mayor Carmen said it has been looking for other solutions to the problems. They came <br />up with a plan that is being utilized in southern Ohio: water districts. They plan to create water <br />districts in Mayfield Village and the plan has been set into motion. The plan will be utilizeri to <br />collect funds. Mayor Carmen said the Village expects to collect as much as $200,000 a year which <br />will be used to address these problems. If this is the case, combined with dollars from the general <br />fund, the Village will be able to take a big bite out of drainage problems. Mayor Caimen said he <br />has spoken to a number of people on and around Hickory Hill and there is not a good answer to <br />the problem. He said it has taken about forty years of people building subdivisions and not <br />looking beyond their streets to create the current drainage problems. He esrimates that it will <br />probably take five to ten years to correct these water problems. Mayor Carmen said at the end of <br />this period, we will have corrected them properly; not with band-aid solutions. Mayor Carmen <br />said he would be more than happy to talk with the residents affected and see what the Village can <br />do to help them in the interim with temporary solutions. Mayor Carmen said, however, he is not <br />talking about spending $25,000 to $30,000 dollars now then spending $75,000 three years from <br />now. He said therefore, his answer is that he is happy to talk with the residents and if they can <br />come up with an economically feasible solution, he is willing to listen. Mayor Carmen said that the <br />Hickory Hill problem was listed in the top five problems in Mayfield Village. Mayor Carmen said <br />he is asking that the residents take this informarion on good faith. They should believe us because <br />Council insrituted a similaz plan to re-pave or replace all streets in fair condition or below fair <br />condirion, and seven years down the road there is no road in Mayfield Village that has not reached <br />good or better condition. Mayor Carmen said the Village plans to do the same thing with the <br />drainage problems.
