43 <br />Special Council Meeting <br />3/4/91 <br />Page Five <br />Mr. Rinker stated that it has taken some planning. Burgess & Niple conducted a study to get a <br />comprehensive plan, and the Village entered into a contract with URS last fall and it is now in the <br />planning stages with them. The Village is in the process of trying to affix a fee structure that will <br />rationally spread costs. The Village hopes to have the utility in place soon. Mr. Rinker said that we <br />are committed to iL In the long run, over the next 5-10 years, we plan to have all the major <br />problems tackled. <br />Mayor Carmen said we are on a much shorter leash now that we have identified the problem areas. <br />He expects that there will be one year lag time until the first dollars are collected. <br />Mr. Silk said that he thinks they understand the financial consiraints of the municipality. <br />However, problems in other areas have been eliminated; and they would like to lrnow what could <br />be done on Hickory Hill. <br />Mayor Carmen explained that there were two primary reasons other problem areas were addressed: <br />there were already plans in place to do them, and they were crisis situations. Mayor Carmen said <br />that the Village has stopped working on all other drainage problems to focus on putting the Storm <br />Water Management plan in place. Clearly, when the Storm Water Utility is up and running, <br />Hickory Hill will be the first project addressed. <br />Mr. Kerver said the problem all started in 1972 when one swoop of a bulldozer covered the swale. <br />He explained that he has a split-ranch house and has experienced water problems at least 15-20 <br />rimes where the water is two and a half feet high. Mr. Kerver explained that he can not get heat <br />efficiency out of his furnace because of the water problems. He said he would like to get rid of his <br />property but with the disclosure laws he does not feel like taking a loss. How can he recover his <br />losses? Mr. Kerver said he gave Mayor Carmen a copy of the list of problems that has occurred. <br />Mayor Carmen said he understands why Mr. Kerver is skeptical at this time. <br />Mr. Kerver said he is not skeptical but he has received 2-3 feet of slime in his family room. <br />Mayor Carmen said he can sympathize with his problem. <br />Mr. Kerver said he would like to see something done even if they have to use a band-aid solution. <br />Mayor Cannen said the Village might be able to use a band-aid solution as long as it is not <br />tremendously expensive. <br />Mr. Catalano said that he had experienced a real bad problem which also included remnants from <br />septic tanks. <br />Mrs. Mills said that a Storm Water Committee has been formed and they are really looking into <br />problems. <br />Mr. Silk to call Mayor Carmen to set up a meeting time. All are welcome to be present. <br />Steve Hovancsek, Fred Ramos and Gus Amendola will talk about what can be done on a short <br />term to resolve the problem.
