Regular Council Meeting 5/20/91 Page Ten First Readin2 of Resolurion No. 91-46, entitled; "A resolurion authorizing the Mayor and President of Council to enter into an agreement with Mansour, Gavin, Gerlack & Manos Co., LPA for legal services in regard to litigation regarding the Parkview Golf Course and declaring an emergency." Introduced by Mayor Carmen and Council as a Whole. Mr. Basile, seconded by Mr. Pietrafese, made a motion to suspend the rules of Council requiring a resolution to be read on three separate occasions. ROLL CALL: AYES: Mr. Basile, Mrs. Cinco, Mr. Ferrante, Mr. Flynn, Mr. Pietrafese, and Mr. Rinker NAYS: Mrs. Mills Morion Carried 12ules Suspendeci Mr. Pietrafese, seconded by Mr. Basile, made a motion to adopt Resolution No. 91-46. Mr. Rinker questioned if Council wanted to put a cap on the salary. He said they received a proposal for an hourly rate. Mayor Carmen said he is not sure if you can cap them. Mayor Carmen said that Council could monitor the bills as they aze submitted. He said he would be happy to copy Council with that information as it is received so they will be informed. Mr. Flynn said he thinks it should be handled in phases. Mayor Carmen said the firm will represent the Village if and when eminent proceedings become necessary. They will represent the Village in its capacity as a municality, and represent those individuals who are also being sued. Mr. Ramos will monitor this as the Village's legal representative, as for acting on the litigation case in court, he will not. Mr. Pietrafese said he would like to see the monthly report. Discussion was held. Mayor Carmen said he will submit a monthly report of some fashion and copies of the bills to Council. If there are problems, they can cliscuss them at that point.
