?? <br />Regulaz Council Meeting <br />5/20/91 ¦ <br />Page Two <br />COMIlVIENTS FROM MAYOR CARMEN <br />Mayor Carmen said he would like to update Council and the audience on the Parkview situation. <br />He said that he and Council had been wrestling with the Parlcview Golf Course issue. It is their <br />consensus to see it remain a golf course, the question is how to accomplish that and stay within the <br />budget. Mayor Carmen explained that to acquire the golf course it could be a cosdy business and <br />they must Ynove cautiously. After working closely with Dan Patrick regarding finances and <br />potential revenues he became convinced it could be a profitable venture over time. However, in <br />order to make it worlc we would have to agree that the property in the vicinity of the golf course <br />would likely have to be developed in a commercial fashion. Mayor Carmen said that he and <br />Council are in the unanimous opinion they do not want to see apartments on that land; they would <br />love to see it developed as single family residenrial. After talking to a number of developers, <br />Mayor Carmen said a single-family development is not likely to be financially feasible. Mayor <br />Carmen said he made a proposal to Council: 1) He has met with Mike Gavin of Mansour, Gavin, <br />Gerlack & Manos Co., LPA and with Council's approval he would like to amend the agenda to <br />include legislation to maintain the fum of Mansour, Gavin, Gerlack & Manos Co., LPA to take the <br />Golf Course property and eminent domain proceeding. He is convinced the Village can take the <br />property if they cannot come to agreement with the property owner. He is also convinced the <br />Village can take it at a price that would be viable to keep the golf course. 2) We actively pursue <br />First-Line corporarion tenants to develop land adjacent to the property in an office campus style. <br />The front portion of the properties adjacent to the golf course would remain green. 3) We are going <br />to look at a tax issue: One which is a stop-gap tax measure. Mayor Carmen explained the purpose <br />of the stop-gap measure: between the time when we are able to secure the golf course and then <br />when we will have an office campus adjacent to the property, in the event there is an operating <br />deficit, there would be a stop-gap tax measure for a short durarion which would fund any shortfall <br />between the acquisition of the golf course and the time a tax base is developed. Mayor Cannen <br />said he would like to have a morion to amend the agenda to hire the firm of Mansour, Gavin, <br />Gerlack & Manos Co., LPA this evening. They would handle the existing Parkview Golf Course <br />lirigation. PurSUant to our Charter, our Law Director has submitted a letter saying he believes <br />outside Counsel is necessary to handle the litigarion. Mayor Carmen explained that he will initiate <br />dialogue with the golf course owners in the immediate future, but would now like to put this into <br />place in case it does not work so we are prepared and have the mechanism in place to take it by <br />eminent domain. <br />Mayor Carmen thanked everyone who attended and volunteered at the Mother's Day Pancake <br />Breakfast. He noted special thanks to Sandy and Marie Basile, and Donna Heath. He said it was a <br />fabulous event and over 1,000 people were served this year. Ivlayor Carmen said that almost all <br />members of Council and other officials were flipping pancakes. He expressed a special thanks to <br />Gus Amendola and the Service Department Crew for the fabulous job they did. <br />DEPARTMENT HEAD REPORTS <br />Mr. Amendola reported that work is being done on the catch basins on Worton Park. After the <br />asphalt contractor makes repairs on the road, the berm seeding work will be done. Mr. Amendola <br />reported that the swale work on Metro Park Drive has been completed. The Service Department <br />will be planting trees and flowers; they will try to get them in before Memorial Day.
