101 <br />Regulaz Council Meeting <br />6/17/91 <br />Page Three <br />Mr. Flynn said we are interested in tying in Highland Heights and. S.O.M. to the $12,000 street <br />reconstruction project if Council is moving ahead. <br />Mr. Patrick said that the Village has received its annual audit for 1990 and received an excellent <br />report. <br />Mr. Patrick reported that he has been checking on a creclit uniori for employees. He said that there <br />is a credit union in the area which is available and if Council is of a mind he could have them make <br />a presentation at a Caucus meeting. <br />Mayor Carmen suggested that a meeting for employees be held since the Village has nothing to do <br />with the credit union other than to make the introducrion to the employees. <br />Mr. Patrick and Mr. Ramos will take care of the necessary paperwork. <br />Mr. Ramos said that Council has before them an amended copy of Ordinance No. 91-20 which <br />pertains to office laboratory and area regulations. He explained that one paragraph was amended <br />because the wording was difficult to understand. He said that is the only difference between the <br />two ordinances. Consequently, when this ordinance comes up for reading, it should be amended <br />for purposes of clarification. Mr. Ramos said that a Public Hearing date must be set. After the <br />second reading, advertisement of the public hearing must run for two weeks and the Public <br />Hearing must be held at least 30 days after the second reading of the ordinance. <br />Mr. Rinker said that Chief Stevens is ill this evening so he is not in attendance. <br />STANDING COMMITTEE REPORTS , <br />Architectural Review Board - Mr. Amendola said that the Board met and approved a deck, a <br />detached garage, and two single-family homes. <br />Mr. Rinker asked for an update on the Stankus property. <br />Mr. Amendola said he received a phone call from Joe Stankus who told him not to send anymore <br />letters and that he is taking acrion to file suit against Mr. Amendola and Mayfield Village. <br />Mr. Ramos said that that the County Prosecutor's Office in conjunction with the Board of Health <br />took Mr. Stankus to Court and they are supposed to have a restraining order. They have asked us <br />to take steps locally to abate the nuisance. The Board of Health can find him in violation but they <br />apparently cannot abate the nuisance. Accordingly, if Mr. Stankus is given notice to appeaz before <br />the Architectural Review Board he is given a hearing at that level and if he is found in violarion he <br />has 30 days to appeal to Council if he wishes. Then the Village will take the necessary steps to <br />clean up the nuisance and bill him. He said that he did not receive the notice we had to serve him <br />personally. Mr. Ramos suggested that because of what has happened with Mr. Stankus he would <br />like to propose a new ordinance which would revise the procedure for abaring nuisances. The <br />current procedure is very burdensome and would take 60-90 days which is not very expedient. <br />Mr. Rinker asked that he and Council be kept posted on this issue because they have received <br />many questions from residents.
