They would like to know how they can best protect the revenues of the schools. T'hey <br />become very concerned about what happens to their projections. Dr. Abbott said his first position <br />is they are held hannless or that the School Board is paid what they would have received albeit <br />abated. Dr. Abbott said he asked Mr. Rinker if that was appropriate. Dr. Abbott said that if he <br />were sitting on Council he realizes his answer would be no. He thinks the bottom figure is that 1/3 <br />of the revenue ($210,000) be paid from the Village to the Boazd of Education in dollars or in <br />services. He thinks it is important that it happens as a cooperative agreement to allow them to <br />build upon their projections; and also as a"flagship" in other situations they will find themselves. <br />Dr. Abbott said he will be glad to respond to questions. <br />Mr. Rinker said there was a Board Meeting and asked if there was any resolution of the Board. <br />Dr. Abbott said they have given him the direction to carry that message to you; the ball is in <br />Council's court. <br />Mr. Rinker asked Council if they had any comments or questions. <br />Mrs. Cinco asked where the dollars will come from that would equalize the communities. <br />Dr. Abbott said that Mayfield receives $350,000 per yeaz basic aid from the State. He said they <br />will lose that if the proposed Bill passes. <br />Mr. Rinker asked if the current levy addresses that loss. <br />Dr. Abbott said yes. He said the bill was proposed because the State is broke and the government <br />basically said they will lock the legislators in a room unril they find a solution to the problem. Dr. <br />Abbott said that part of Bill 170 which is being debated says that 50% of all industrial commercial <br />development in districts that are configured like rnost of the 28 suburban districts in Cuyahoga <br />County would take those taxes and pool them together in a County pool. The monies would be <br />given to the districts that have lower valuarion. If that is true, they would get about 6 cents on the <br />dollaz. <br />Mrs. Cinco asked if it would be based on real estate taxes. <br />Dr. Abbott said yes. He does not expect to see the bill to be in effect unril 1993. They have <br />serious challenges ahead of them because Mayfield is the sixth property-wealthiest district in the <br />State. He said they looked-at Progressive's state-of-the-art <br />training facility on Beta Drive and talked about extending their adult <br />education program. They could never afford equipment like that. He hopes <br />Council will address the whole technology issue with the plan. - <br />Mrs. Cinco said she thinks it is wonderful that Mayfield Village will give <br />them a chance to work with Progressive like this. She feels it is important <br />to know that our school district is an asset. <br />Dr. Abbot said the school would like to implement a cooperative work program <br />with Progressive in 1994 which will enhance education tremendously. He said <br />they have reached that kind of agreement with Progressive.
