?0 9 <br /> <br /> <br />Special Council Meeting <br />11/21/91 <br />Page Five <br />Dr. Abbott asked if they are talking about real property or tangible. <br />Mr. Baker said that real property tax is based on land and building, tangible is based on inventory <br />and equipment. , <br />Mayor Carmen said as he understands it, they are talking about real property as Mr. Baker defined <br />it. <br />First Iteading of Resolution No. 91-92, entided; "A resolution authorizing the Mayor and President <br />of Council to execute a cooperative agreement with Progressive Casualty Insurance Company for <br />the construction of new facilities within the municipality and declaring an emergency." Introduced <br />by Mayor Carmen and Council as a Whole. <br />Mr. Basile, seconded by Mrs. Cinco, made a motion to suspend the rules of Council requiring a <br />resolution to be read on three separate occasions. <br />ROLL CALL: AYES: All <br />NAYS: None <br />Motion Carried <br />Rules Suspended <br />Mrs. Mills, seconded by Mr. Basile, made a motion to adopt Resolution No. 91-92. <br />Mr. Ramos said he placed a copy of the agreement and "Exhibit A" next to everyone's place. <br />"Exhibit A" is a cooperative agreement between Progressive Insurance and Mayfield Village. He <br />cited the terms of the agreement. They will start construction before December 31, 1992 and it will <br />be completed by 1994. Further terms of the agreement include that the Village agrees not to repeal <br />the agreement on the condition that Progressive complies with all requirements and promises made <br />in respect to the project. <br />ROLL CALL: AYES: All <br />NAYS: None Motion Carried <br />Resolurion Adopted <br />First Reading of Ordinance No. 91-51, entided; "An ordinance making findings and <br />determinations, as permitted in Sections 3735.65 through 3735.70 of the Ohio Revised Code <br />establishing and describing the boundaries of a"Community Reinvestment Area", setring <br />standards, designating a housing officer to administer the program and declaring an emergency." <br />Introduced by Mayor Carmen and Council as a Whole. <br />Mr. Ramos said Council will need to name a housing officer as required by law. He said the <br />Community Reinvestment Area is designated on the map attached to "Exhibit A." <br />Mrs. Mills asked if Section 4 which says one member of the Housing Council must be appointed <br />by the Planning and Zoning Commission could be changed to the Architectural Review Board. <br />Mr. Ramos said this was required by State Statute. He said as far as naming a housing officer <br />there had been some discussion that it should be the head of Planning and Zoning or the <br />Architectural Review Board which might malce sense.
