If there is a <br />problem, they will amend the ordinance. Mayor Carmen said Section 4 will be someone from <br />Planrring and Zoning. He suggested they appoint an individual now. Cinco, seconded by Mrs. Mills, made a rnotion to enact Ordinance No. 91-51 as amended. <br />Mr. Ramos said the Statute requires Village Council to make a survey of housing to deternune a <br />Community Reinvestment Area. The Council members who were part of the ad hoc committee <br />were: Mr. Basile, Mrs. Cinco, and Mr. Flynn. They took a survey of the area to determine <br />whether the certain conditions relating to housing in that particular area existed. They reported to <br />Council that new housing or repair of existing facilities or structures are discouraged in this area. <br />They have recommended that such azea as defined in "Exhibit A" contains housing facilities but <br />new housing construction and repair of existing faciliries or structures are discouraged. They <br />provided a copy of their report to Council which states their recommendation that such an area as <br />defined in "Exhibit A" be designated as a Community Reinvestment Area. <br />The Committee members concurred. <br />1Vlayor Carmen said there were two undeveloped lots within the area which would be subject to <br />abatement; they are residenrial. Addirional construction would also be subject to the abatement. <br />The additional construction must be $2,500 or more. The abatement period is 10 years in <br />residential azeas. He explained the application cannot be made until after construction is started. <br />°There is no guarantee that abatement will be granted. At that point, the School Board would be <br />contacted and given time to comment. Whether or not abatement is granted is discrerionary. <br />Dr. Abbott asked why this wide an area. <br /> <br /> <br />
