222 <br />Regular Council Meeting <br />12/16/91 <br />Page Two . <br />Special Council Meeting - December 6. 1991 - Mr. Ferrante, seconded by Mr. Basile, <br />made a motion to approve the minutes. <br />ROLL CALL: AYES: Mr. Basile, Mrs. Cinco, Mr. Ferrante, Mr. Flynn, Mrs. Mills, <br />1VIr. Pietrafese, and Mr. Rinker <br />NAYS: None Motion Carried <br />Minutes Approved <br />COMMENTS FROM MAYOR ARMEN• <br />Mayor Carmen expressed his thanks to the members of this Council and of past Councils <br />for their help during the years. He said this is his last official meeting. He said it has been <br />a gratifying 8 yeazs which he spent as Mayor, and four years that he spent on Council. He <br />wished Mayor-elect Pietrafese the best of luck in the coming years. Based on the agenda, <br />he said that it may be a tough time but he is sure this group will do fine. Mayor Carmen <br />said he would like to recognize two people at this time. All of the events in Mayfield <br />Village people tended to say he was responsible for; but all the lraining comes from his <br />wife Karen. He said she helped him and assisted him during his twelve years of Monday <br />night meetings. He will be happy to have rime to spend with her and his daughter Kati. <br />Mayor Carmen said second he would like to recognize Donna Heath. He is sure the Village <br />would continue to run in his absence because of Donna. Mayor Carmen said he will <br />certainly miss everyone and will not be a stranger. If at any time anyone needs help or <br />guidance they should call him. He expressed thanks to everyone (department heads, <br />employees, and committee members) for their help over the years. <br />Mayor-elect Pietrafese presented Mayor Carmen with a plaque of recognirion for his se'rvice to Mayfield Village as Mayor. <br />Mayor Carmen expressed his thanks for the plaque. <br />Mr. Rinker said that since he came to Council it has been a real learning experience. Mayor <br />Carmen was the one who was here first. It has been a challenging and growing <br />experience. Mayor Carmen has very good vision for the community and has implemented <br />sound policies. He has been progressive and conservative. He said Mayor Carmen looked <br />forward to the future; he thinks that is very important. <br />DEPARTMENT HEAD REPORTS <br />Mr. Hovancsek reported that two bids were received for the channel work between Beta <br />Drive and the Service Building. The low bidder was King Excavating in the amount of <br />$11,900; next was Pierce Contracting in the amount of $17,374. He recommends the <br />contract be awarded to the low bidder, King Excavaring. <br />Mr. Hovancsek also reported that the sidewalk contractor is requesting payment for the <br />sidewalk he has completed. He recommends the Village pay 96% of the total amount of the <br />contract which was $17,525; we should pay $16,824. He said the general law is that 4% . <br />of the total may be kept unril any problems are cleared up; he suggests we do that. . <br />Council agreed that the 96% of the total due could be paid to the contractor
