Dalton has a contract <br />to study the Upper 40 storm outlet for alternatives. The Village will again be applying <br />for Issue II funding. The storm outlet study must be completed prior to preliminary <br />detention design. On February 28 of 1991, five copies of the U.R.S. Dalton final report <br />on the Upper 40 outlet was submitted. On June 11,1991, Burgess and Niple sent a final <br />report for the detention pond locafion study for the Upper 40 drainage basin. August 9, <br />1991, Hovancsek and Associates requested Burgess & Niple to revise and re-submit the <br />Upper 40 detention basins facility report so the Village could use this report as part of <br />the Issue II funding application. On July 24 of 1992, a copy of the Upper 40 storm outlet <br />study prepared by U.R.S. Dalton and Burgess and Niple L,imited was submitted with <br />the Issue II submittal. July 31,1992, Metroparks was contacted and asked for a name of <br />a hydrologist that the Village could retain to review the Upper 40 erosion as it relates to <br />the Upper 40 well supply. On August 27,1992, the Village Engineer recommended that <br />the Village consider making a joint application with Metroparks for Issue II funding. <br />August 31,1992, the Village Engineer requested a proposal for a hydraulic study of the <br />existing streams as it relates to the three Upper 40 wells from Dr. Eckstein. September <br />1st, Mr. Dieinert,lVIr. and Mrs. Merkel, Mr. and Mrs. Peirce, and Mrs. Simek met and <br />they stated and it has been advised by the Mayor and Council that there will be a joint <br />effort with the Metroparks system to get Issue II moneys to embark upon the surface <br />drainage water problems which exist in their area. The letter also stated that the Village <br />was looking for a hydrology expert with regards to their wells. September 22, the <br />Village Engineer notified Dr. Yoram Eckstein about the study. And the Village has <br />awarded his firm to do the well study. October 15,1992, the Village Engineer requested <br />a meeting with Richard Kerber of the Metroparks to discuss the Upper 40 Drainage <br />Problem. October 21, Dr. Eckstein sent his report to Stephen Hovancsek with regards <br />to the Upper 40 water wells. October 28,1992, Mr. Diemert, the Law Director, sent a <br />letter to Mayor Blase Pietrafese concluding that Dr. Eckstein's report (from Dr. <br />Eckstein's report) that the Village was not responsible for the Upper 40 water well <br />problem. April lst, 1993, the letter from D.O.P.W.I.C. stating that the Village had <br />received a grant for $427,000 for the Upper 40 drainage improvement. Apri19, the <br />Village Engineer met with members of the Metroparks regarding the Metroparks <br />position on participating in the funding of the Upper 40 agreement. Apri114, the <br />Village Engineer wrote to Cleveland Metroparks stating that the Village has accepted <br />the Issue II funding for the Upper 40 drainage improvement. May 7,1993, the Village <br />Engineer wrote the Village stating that a meeting was scheduled for Wednesday, May <br />26 to discuss the Upper 40 improvements and the work proposed by Metroparks. May <br />21,1993, the Village Engineer recommended that the Village retain an appraiser to <br />appraise the value of the Upper 40 area and the Whitehaven Cemetery site for a <br />detention basin.
