He also stated that he was in <br />disagreement with the Burgess and Niple cost estimate. <br />Mrs. Peirce: What happened to all the other letters we sent? <br />Mr. Hovancsek: July 15,1993: Stephen Hovancsek and Associates determined the , <br />approxixnate area to require to construct the proposed detention basin for the Upper 40 <br />area based on the Burgess & Niple report. July 25: Mr. Peirce wrote a letter stating that <br />he really strongly that some imaginative engineering could find a way to detain a <br />, significant amount of water on Beta Drive where the problem begins. He also stated <br />that he was questioning Burgess & Niple's reason to eliminate the Whitehaven site from <br />consideration. August 3: the Village Engineer wrote the Village regarding Mr. and Mrs. <br />Peirce's concerns and comments. August 27,1993: the VILLAGE ENGINEER met with <br />Mr. Peirce at the Village Hall regarding Upper 40. The Village Engineer gave copies of <br />the preliminary cost estimate and the appraiser report. September 15,1993: Hovancsek <br />" and Associates looked into deepening the Whitehaven Memorial Park Cemetery site <br />detention facility. The results were that the deepened basin would still need to dispose <br />of approximately 31,000 cubic yards of excavated material. A copy was sent to Mr. <br />Peirce and Mr. Merkel. September 16,1993: Hovancsek and Associate field checked the <br />topo of the Upper 40 area which abuts Aintree North subdivision No. 2 easterly limit, <br />and stated that no significant benefit would be made by moving the ravine site further <br />west closer to the Aintree North subdivision. October 4: the Village Engineer <br />recommended a meeting be rescheduled with Mr. and Mrs. Peirce and Mr. and Mrs. <br />Merkel to discuss the needed easements and property acquisition. November 15: <br />Hovancsek and Associates contacted Mr. Merkel stating that the cemetery,has given <br />permission to allow a contractor to dig test holes at the cemetery. There was a meeting <br />with the Merkels and Mr. Peirce prior to the November 15 meeting. December 1st: Mr. <br />Merkel wrote the Village a letter discussing the benefits and liabilities of each Upper.40 <br />detention facility alternative site. December 20: the Village Engineer prepared a site <br />' comparison and cost comparison for both the Whitehaven Cemetery:site and the ravine <br />site. December 28,1993: Mr. Merkel wrote a letter discussing his disagreements with <br />the December 20,1993: report. January 12,1994: Mr. Dick Kerber of the Cleveland <br />Metroparks stated to Stephen Hovancsek that he would give a letter to the Village <br />offering advice on trees, landscaping, etc. in the detention area. January 13: The Village <br />Engineer contacted the Village stating that once the detention basin is finalized, the <br />Village Engineer can proceed with preparing the improvement plans. January 18,1994: <br />Thomas Cappello met with 1VIrs. Peirce and Mrs. Merkel and gave them the preliminary <br />plans they requested. January 19: The Village Engineer stated to the Village that it is <br />essential that a decision that a decision be made on the basin location so it be finalized <br />or funds may be lost. January 19: Thomas Cappello spoke with Mr. Mark Mackert of <br />Whitehaven Cemetery regarding the Whitehaven site. January 20: Hovancsek and
