44 <br />Regular Council Meeting <br />2/21/94 <br />Page Ten <br />Mrs. Lynch said then they will expect the road in a better condition than what it is now. <br />It is pretty bad because it is pretty bad with the ice damage. But, after the 45 days, they <br />should expect their road back to a driveable condition--a condition that is like or better <br />than it is now. <br />Mr. Hovancsek said the plan calls for the contractor to cut the pavement in half, right <br />down the center, to throw away the east half of the pavement where he will be doing <br />the bulk of the work. When he is finished doing the work on the road itself, he is to <br />come back in, put back a full depth asphalt pavement in that area, and repair any <br />damage sections where structurally the remaining westerly half has been damaged. He <br />will have to fix that area up, then put down a specia112' wide strip over where the joint <br />between the new and the old is, and put 1-1/4" of new asphalt (a tack coat) to stick the <br />old asphalt to the new asphalt, and then put 1-1 /4" layer over the entire thing. So, it <br />will have an appearance of a new road at the completion of the work. <br />Mayor Rinker said he has told Steve he wants to walk that road before they come back <br />in their proposal in exactly how their are going to comport with that requirement. They <br />will let them know. <br />Mrs. Lynch said at one of the meetings Mayor Rinker said he will be walking with an <br />arborist before the start. She understands the Village architect is Gilbert Kostelec. Their <br />arborist is Forest City. According to all this information, they have only allowed $3,000 <br />for this arborist for taking care of the trees; and $750 of that is consultant fee. Someone <br />gave her an estimate during the storm last year for $500 to take down a tree and a half. <br />She asked if this is a realistic amount of money to take care of the whole street--minus <br />$750 consultant fee. <br />Mr. Hovancsek said that extra that was added to the contract was added by the <br />Regional Sewer District. If during the course of the construction as the tree situation <br />becomes a noticeable change, then the Sewer District has the authority to issue a change <br />of scope or a change order to the present contractor. <br />Mayor Rinker said the Village made it clear and added into the contract that there has to <br />be a meeting of the minds between Gil Kostelec and their arborist. So that there will <br />still be review. They have to propose what they are doing and what they are not doing. <br />He, then has to have the opportunity to respond to it. There is going to be discussion <br />between those two experts and where there is a difference, we are going to address it. <br />We are going to press on the change order as much as possible. He has indicated all <br />along the Village's position in this is they want to restore this and maintain the trees as <br />best as possible. Right now, the Village must go along with their project as they do it, <br />and he will see how it develops. That is why we have Gil Kostelec as our eyes and ears.
