50 <br />Regular Council Meeting <br />2/21/94 <br />Page Sixteen ? <br />NEW BUSINESS: <br />- Hill-Med Proposal - Mrs. Cinco said we have received preliminary information <br />on the Hill-Med proposal. P&Z is looking at this and we do just want to briefly update <br />Council on their proposal. <br />Mayor Rinker said he has requested the property owner provide us with his overview <br />of what his proposal is. Suffice to say that between an original letter that had been sent <br />from the CEO from Hill-Med had generated a lot of questions. Subsequently, he had <br />discussions with the Law Director, Gus Amendola having referred this over to the Law <br />Director for his input. Mayor Rinker said he does not see how we can make any <br />decision tonight. Planning and Zoning is very concerned about it; it is rather a unique <br />use. The original perception was that this was a retail use primarily as in medical <br />services. It is not so clear cut. In fact, he thinks we definitely need to discuss it and <br />review the materials we have generated so far. We should have a copy of a letter from <br />December; there should be an opinion from the Law Director. He said we have asked <br />that Bernie Samac also provide input, then you will get this most recent letter dated <br />today's date. He thinks for discussion purposes as we put this on the agenda for <br />Caucus, we should be able to get a good input from everybody. Joe Diemert provided a <br />very careful analysis of some of the issues proposed. At that, it requires a little subtle <br />discussion of some of the facts. It is not a black and white issue to be sure. <br />Purchase of 1967 Sidewalk Snowblower from Alpha Diesel -$2,900 <br />Mrs. Cinco said Council received a packet from Gus Thursday night on his proposal to <br />purchase a 1967 sidewalk snowblower. They had some preliminary discussion after the <br />P&Z meeting. She knows Mr. Fixler has some questions; they discussed this at Finance <br />also. Mrs. Cinco asked Mr. Fixler if he wanted to ask his questions now. <br />Mr. Fixler said last fall, there were lengthy discussions from Safety and Service <br />regarding a new piece of equipment that you had indicated to the committee (which, by <br />the way, you had our support for) was purchasing a new piece of equipment for <br />approximately $16,000 less trade-in. The packet of information he just submitted to <br />them now, that piece of equipment is not in here. His first question is if Mr. Amendola <br />has changed his mind that he no longer wants that piece of equipment any more. <br />Mr. Amendola said he has not changed his mind for the specific reason that this past <br />winter has taught us that there might be something else that has to be purchased for the <br />residents of the Village other than a Bombardier. He says he has found that the one that <br />was damaged so badly, when they put it back in shape, it did the trick for us. It got our
