72 <br />Regular Council Meeting 3/21/94 <br />Page Ten <br />Mayor Rinker said the points that were both raised tonight were: 1) it is emergency <br />vehicles response time. It is also a question that traffic flows would be obstructed more <br />if you had southbound traffic. I will promise you this. I will ask once again, for a more <br />complete response. By anything that is indicated and we have asked the question more <br />than once; I feel like I'm asking rhetorical questions when I do it. But, what I have been <br />told, and this has been endorsed by more than one person, is that those are two very <br />valid reasons. I think that Mrs. Marquardt's presentation tonight is one that has to give <br />you serious thought as to the ability of our emergency vehicles to respond <br />appropriately; if they are going against the grain, then that poses difficulties. There is <br />no question that if you are a resident in that area and you are making a decision I want <br />to go south. It is a far easier proposition to come up to S.O.M. and turn left. That is <br />understood and the bulk of your travel is going to be southbound. But as has been <br />presented to me, the problems are safety problems. <br />A resident said I think this is a judgment call in the end on your part. <br />Mayor Rinker said it absolutely is. <br />Mr. Russo said you could talk to three experts and you could get three different <br />opinions. <br />Mayor Rinker said he didn't get three different opinions. <br />Mr. Russo said he is sure if we consult with an expert, we can get an opinion that may <br />differ from the opinion you have received. <br />Mayor Rinker said you know well from your experience in litigation, you can get <br />experts across the board, however, we are not result oriented toward any particular <br />gain where we are trying to attain a certain goal other than safety. From that <br />standpoint, as I have tried to approach that goal, that has been the consistent response <br />that I have gotten. <br />Mr. Russo said if I understand correctly, I heard that we are going to add a minute and <br />a half response time to the fire trucks correctly. <br />Mayor Rinker said if you also heard you were made a aware that the actual work that is <br />being done in the intersection itself is what creates that response time, has nothing to do <br />with the pattern. I assume you would understand that if you move southbound and <br />you have to send your equipment up against southbound heavy traffic, you are going to <br />add, more likely, more time to that.
