<br />73 <br />Regular Council Meeting <br />3/21/94 <br />Page Eleven <br />Mr. Russo asked what's the heavy traffic other than the residents having access from <br />their community. We aren't talking about allowing through traffic are we, Mayor? We <br />are just talking about allowing us to leave our homes. How heavy could traffic be? <br />CD Mayor Rinker said I am not disputing that you would expect it to be less traffic, but as <br />M far as the control; that is the concern we have. <br />M . <br />Q Mr. Ehrhardt asked if you are saying a decision has been made, or are you saying you <br />z are going to look into it again--or are we wasting our tixne being here and talking about <br />2 this--or is this done? <br />Mayor Rinker said part of my approach in this, anticipating that people would not be <br />pleased, I have asked questions directly and have delegated responsibility to people <br />who work in this business to respond to those questions. What was told to me, as was <br />presented by Mr. Cappello tonight, were the reasons for the counterclockwise flow of <br />traffic. I am more than happy to put those questions forward again. I will follow up <br />with those questions and the point that Mr. Russo has made tonight. I expect I know <br />what the answer is going to be. But, at least I will satisfy myself that I have not simply <br />said no. I know Council is very concerned about this. This weekend I sent information <br />to Council concerning this because I wanted us to have at least an understanding and a <br />grounding of the facts. I would expect you to be here and I would expect you to be <br />concerned. Don't expect that we have given this a short trip. I will follow up with those <br />questions, but any indication I have had with innumerable questions already being <br />asked, is that this is the safest way for us to handle the excavation work that has to go <br />into that intersection. <br />A resident asked if this is the Mayor's decision or a joint decision of Council. <br />Mayor Rinker said it has to be my decision, but I do it with the input not only of <br />Council, I do it with the input of other individuals. I have talked to the contractor, I <br />have talked to the Engineer who designed this, I have talked to our safety forces. They, <br />in turn, have talked with other traffic safety engineers, design consultants. Everybody <br />is coming back with a consistent response as to the problems that are posed if we <br />change that. The southbound questions was not the primary question. The primary <br />questions we had were either a combination north and south traffic or crossing over to <br />Highland. As was explained to me, the northbound only configuration is designed to <br />maintain the most efficient traffic flow in the area. But, that specific question I will <br />follow up again. I will lay it out to Council, we will explain it as best we can. <br />Ultimately, though, because of my position, I have to be most concerned about the
