74 <br />Regular Council Meeting <br />3/21/94 <br />Page Twelve <br />safety. I have not tried to look at this as simply a mere inconvenience, but on balance <br />the priority has to be safety over the inconvenience that it causes to the residents and <br />the time in which we want to complete the project. <br />A gentleman in the audience asked just local traffic can go through that area on Rt. 91-- <br />or anybody--just the people in our development. <br />Mayor Rinker said northbound is for everyone. <br />The resident asked if anyone has ever considered just having it open to local traffic-- <br />between Beta and White Road for our access. <br />Mayor Rinker said we can't shut the road down entirely, it is a State road. We can <br />restrict it, but we can't shut it down. <br />Laura Lynch said she was here last month when this traffic proposal was brought up. <br />Last month, you also mentioned that the closing of these roads could be done in a <br />shorter amount of time--how about extending--she believes that was mentioned last <br />month. <br />Mayor Rinker said it was and he has talked to the contractor and he said at least 30 days <br />are added. Apart from the time that is added, which is also beyond contract, we must <br />pay money to do this. But, he still says the hazards that it poses are there. Mayor <br />Rinker said anybody else he has talked to has said the same thing. Physically, you have <br />to design the work a little bit differently, but you still run into a very hazardous <br />situation. He thinks anyone would agree that we don't want to create a more hazardous <br />than exists. Mrs. Lynch said last month it was mentioned to open Highland from Wildwood Trail. <br /> <br />Mayor Rinker said that is exactly what we are talking about. We said we were going to <br />look into that in earnest. We were also looking into other options. The other option that <br />was discussed was moving north south. We looked at both of those in earnest: We put <br />out the signs because we at least wanted some word to go out. There was actually a <br />map put out in the News Herald about two weeks ago. We have tried to look at this <br />with the idea that we do not want to create a hardship on the residents in that whole <br />Aintree North area. He said we cannot staff this 24 hours a day. He explained they will <br />do work in an area and the road will be adjacent to that work. As it is, people will have <br />to proceed with caution. Off to one side will be the actual digging of the road surface.
