114 <br />Special Council Meeting <br />4/10/94 <br />Page Twelve <br />course does not have to be a police officer, it could be a flagman supplied by the <br />construction company. Chief Stevens said just to handle morning rush hour along <br />Wilson Mills to help handle the overflow that comes from the SOM detour, in addition <br />to the regular day shift, there are 4 officers held over for traffic direction on the morning <br />rush hour and 3 in the evening rush hour which cost exceeds about $12,000 for the <br />duration of the project. Adding a westbound lane to Wilson Mills would add about <br />$10,000 to that cost. <br />Chuck Grosel, 6877 Deel2wood, said I am a professional construction engineer and <br />based on my observations of the construction in the past week, it seems like the <br />contractor has a very relaxed, very slow schedule. There has been a minimum number <br />of people working up there. I suggest that maybe in addition to looking at working the <br />contractor overtime, you ask him to bring out more crews, double crews because I think <br />you could get the work done faster with some overtime, but maybe not as much <br />overtime. I have never seen more than 4 or 5 people working there. <br /> <br />Tom Cappello said presently the main problem is C.E.I. in getting their poles in. They <br />have moved them almost to the intersection, but they have a high voltage line that will <br />take them a couple of days to move over to the west. The sewer contractor is working <br />based on that condition. Also, because of the weather, they had to shut down one day. <br />They have put in approximately 500' of pipe in the past week, so they are moving along <br />fairly well. They can't start the road excavation until they get further ahead with the <br />pipe so they can be effective. <br />A resident said the rain delays during the month of April are going to be a lot more than <br />any other month of the year. We used to anticipate at least 1-2 days per week of rain <br />delay. <br />Mr. Cappello said right. Also, C.E.I. won't move any of their lines in the rain for <br />obvious reasons. <br />A residents stated that C.E.I. should have started their project before ours. <br />Mr. Cappello said plans were submitted to C.E.I. back in August and due to a buy out, <br />the C.E.I. staff has been reduced. <br />Anthony Russo, 6858 Deel2wood Lane, said I think the conversation tonight is getting <br />overly complicated. I would like to articulate what I think the bottom line is here for <br />most people, for the Council and the Mayor. I think that bottom line is that White Road <br />is an unacceptable detour. It defies logic that we cannot have Highland Road or S.O.M.
