116 <br />Special Council Meeting <br />4/10/94 <br />Page Fourteen <br />Mrs. Cinco asked Mr. Cappello to address the fact as far as overtime, double time, time <br />and a half. <br />Mr. Cappello said we can contact the contractor and ask him if he would run two shifts. <br />That is going to be something we can discuss. Again, something we have to worry <br />when you run double shifts, if you plan any paving on your second shift, you would <br />have to pay extra for keeping the asphalt or concrete plants open. <br />Mrs. Cinco said with proper planning, that could be done during the morning. <br />Mr. Basil Russo said I think that most of those here have had an opportunity to express <br />themselves, or somebody has expressed what they feel for them. In conclusion, a <br />couple of points of clarification. Mayor, at our last meeting a week ago last Thursday, <br />there were 5 or 6 of us here from the community as well as yourself and the heads of the <br />various departments who are involved in the project. Mr. Ehrhardt tried to pin you <br />down as to what your position would be on our proposal, and you indicated that you <br />would not support the proposal, which surprised us. When Mr. Ehrhardt pressed you <br />and asked you why--he asked you what your overriding concern was, you said your <br />overriding concern was not the safety issue--you told him the overriding issue was <br />money. He asked you that same question twice because we were surprised to hear that. <br />You didn't want to have. to spend anymore money to accommodate us. That is what <br />concerned everybody, that you were putting money above our safety and our well <br />being, that you were putting a price on human life. That is why we got concerned about <br />it and decided to organize our community. Now, we are hearing a little bit of a <br />different story this evening because we asked the Chief that evening as well and the Fire <br />Chief if they had any overriding concerns for safety that would cause them to oppose , <br />this plan. They told us they did not and that this plan was a viable alternative. Now, <br />after having heard all that, we come here this evening and we hear a different story <br />about the safety issue. Now, you have right to change your opinion Mayor, and if you <br />changed your opinion between and now, so be it. But, everybody should understand <br />what your position was two weeks ago, and what your position is this evening. My <br />understanding was that there was going to be a piece of legislation before Council this <br />evening that was going to authorize fhe expenditure of the additional dollars to allow <br />the project to be changed to keep Highland Road open west. Everybody told us that <br />that is what we could expect this evening and that that legislation would be voted on <br />and if it was defeated, so be it. If it was passed, the contractor would begin to <br />implement the changes tomorrow and Highland Road west would be left open. Am I to <br />understand that there will be.a vote would be taken this evening on a particular piece of <br />legislation that will allow that to happen.
