127 <br />Regular Council Meeting 4/18/94 <br />Page Five Mr. Russo said we have alleged that this project has been very poorly planned <br />from the beginning. Mr. Hovancsek underestunated the project by $100,000 with his <br />initial bid on the project. The original specifications that were submitted were not <br />proper bid specifications in that they did not take these factors into consideration. <br />Tonight we are being told the reason this change of heart came about is because C.E.I. is <br />(D dictating to us that they can't get their work done within a specified period of time. It is <br />M evident to us that this was a very poorly planned project from the beginning. When we <br />M met last Wednesday night, we asked you again if you [Mayor] would support our <br />< proposal. You had Mr. Diemert tell us at that point that you could not support our <br />z proposal because Mr. Overmyer told you he wouldn't approve the new plan. <br />? Mr. Russo said we are glad to hear what we are hearing tonight. We are not glad <br />to hear the way it is being presented to us. We would have more respect for you if you <br />would have stood up tonight and told us we've listened to your concerns, we feel they <br />are valid concerns and we are going to change this project because you, the residents, <br />are asking us to do it. Mr. Russo said it sounds to him like the residents won on this <br />issue, but for some reasons nobody is willing to acknowledge that; but we're glad that it <br />happened. We are glad that the changes are going to be made to allow us to have access <br />on Highland Road. We are just upset about the fact that it took us three weeks, several <br />meetings, a lot of arguing, and a lot of hassling with the administration to convince you <br />to do that. This could have all been done three weeks ago at the initial meeting. <br />Pat Caticchio, said this safety issue that the Mayor is reserving to himself and <br />Council to be a loophole to shut that road down anytime they want. I am quite certain <br />there is enough experts among them to determine whether this is a doable thing in <br />advance rather than having to test it out. <br />Mayor Rinker said we rely on the expertise of others. We have to have some <br />kind of discretion if our police chief tells there are problems. He said he went to the <br />effort to explain there are legitimate safety concerns. <br />Mr. Caticchio said perhaps people are justified in being concerned that Council's <br />word will not be kept. All I hope is that you will deal with us in fairness and that you <br />will shut it down only if you determine there is an extreme emergency. In addition to <br />that, I think you should notify us before you do it. <br />Mayor Rinker said he agrees with all those points. <br />
