128 <br />Regular Council Meeting <br />4/18/94 <br />Page Six <br />Arlene LoConti, 484 Woodbine Circle, said last week I read that the Los Angeles <br />highways were completed by working 24 hours a day. I am not suggesting that we <br />work 24 hours a day, but this past week when I saw no one on S.O.M. Center at 3 <br />o'clock in the afternoon, it really seems like a lot of wasted time. Is it possible to get a <br />crew to work from 8 a.m. to 8 p.m.; maybe this would be a way to solve the problem by <br />having the job done faster. <br />Mayor Rinker said these are all points that we have looked into. The overall <br />answer is yes, we are trying to get them to work extra time. Of the two ordinances, one <br />is a$37,000 ceiling based on Mr. Calabrese's estimate of what it would take to <br />implement this additional lane. The other ordinance was to authorize me to have the <br />authority to spend upwards of $5,000 for overtime if we could get them to work on an <br />overtime basis quicker. In discussion, Mr. Fixler talked about it before--kicking it up to <br />$9,000. We were looking for a realistic figure and are looking to move it quicker. There <br />is not a person in this room that doesn't want this project to move quicker. We know <br />that when they work late at night, there are difficulties in getting materials. Part of the <br />problem you saw last week is with the rain, C.E.I. crews won't touch the power lines <br />and that is understandable. The sewer contractor has difficulty advancing beyond a <br />certain point because they can't get by the area where the utility work is tying it up. The <br />excavating work behind them, likewise, comes to a grinding halt. This is a problem that <br />changes week to week. <br />Cindy Malloy. 468 Blueberry Circle, said people are used to the fact that the <br />intersection is open. She requested that if the intersection stays open, we will need <br />more police patrol in our area to take care of speeders. <br />Mr. Ferrante asked if there were any other comments from the audience. <br />There were no additional comments, so Mr. Ferrante closed the floor for <br />comments on this issue. He asked if anyone on Council had any comments on this <br />issue. <br />Mr. Fixler said he came here this evening prepared with several issues that <br />would have maintained keeping that intersection open at S.O.M. and Highland. I, like <br />the rest of you, are glad to see that it is going to remain open. There were three basic <br />issues to keeping the intersection open: The first was safety, the second was dollars and <br />cents, the third was convenience. Mr. Fixler said we live in a very inconvenient traffic <br />problem all around Cuyahoga County. There is not a lot we can do because these are <br />County projects. But, there is something we can do and you've done it in terms of <br />taking care of a Mayfield Village project. Mayfield Village will now keep open the
