170 <br />Regular Council Meeting <br />6/20/94 <br />Page Ten <br />NOACA Traffic Studv - Mayor Rinker said we are looking as much to a special meeting <br />if we can resolve this. We have until July 1st for comment. We are trying to prepare, in <br />conjunction with Highland Heights, a joint statement addressing the salient features of <br />N.O.A.C.A. Wilson Mills Corridor Study and also to make sure that we lay the <br />foundation to be sure that it is augmented where necessary as an impact study that will <br />be required to get at O.D.O.T. review. The first step is strictly with the corridor and we <br />will address that. `- <br />Progressive Sign - Mrs. Cinco said they have heard from the audience and Council has <br />received all the comments given to the Building Department. Since Planning and <br />Zoning voted on that, the variance must be brought before Council. There are 4 - variance requests. She asked if Council wanted to act on these this evening. <br />Mr. Fixler said if they are able to do so, they should do so in fairness to Progressive. <br />Other members of Council agreed. <br />Mr. Chokel, Progressive Insurance Co., said while people in the Mayfield Village area <br />know Progressive well, there are many in northeastern Ohio who do not know <br />Progressive. We are selling preferred and standard automobile insurance policies now <br />competing with All State and State Farm. Our research tells us that people do not buy <br />insurance from companies they don't know. They believe the sign is there to support <br />the growth of the company, to encourage sales and business. He is surprised to hear the <br />reaction: Progressive makes a lot of money, why do we want to help them? Mr. Chokel <br />said he is aware of how much taxes, both income and property, and how many other <br />good things that Progressive does for the community. He thinks that the test was the <br />proper process. He understands if people have objections to different parts of the sign. <br />They did not consciously try to organize the test during a time when the leaves were <br />full so the design could not be seen. Mr. Chokel asked that Council give serious <br />consideration to the variances individually. The Architectural Review Board had <br />looked at the location also and had passed on it. <br />Mrs. Cinco said Council will take the variances one at a time. <br />Mr. Diemert said Section 1185.06 (of the Codified Ordinances) prohibits neon (bent neon <br />tube letters.) Mr. Chokel said the letters are aluminum with plastic faces just like D.O. Summers. <br />Mr. Samac said he believes the illumination is the problem.
