168 <br />Regular Council Meeting <br />6/20/94 <br />Page Eight <br />questioned the barn at 475 S.O.M. Center Road being used for vehicle repairs. The case <br />is scheduled for next Thursday at which time they will ask for the barn to be razed. <br />They recommend the plan (Ordinance No. 93-19) as presented be rejected. They <br />discussed Ordinance No. 94-21. Recreation Board - Mr. Stephens said the Board met June 15. They had a lengthy <br />discussion on financial operations. The Board feels a critical issue related to the <br />children running back and forth across the street to the playground area--speed bumps <br />were suggested. <br />Mayor Rinker said on a pilot basis, we will install an additional guard to regulate <br />pedestrian and vehicular traffic in that area. We will see how that works out. His <br />suggestion to Recreation is that be a fee that would be spread out and borne by all <br />participants. Speed bumps will not be feasible because it would wreak havoc on our <br />service vehicles. Mayor Rinker said we are putting up a fence along the third base line <br />and will be sprucing up the entire area. <br />Upper 40 - Mr. Cappello said on June 10, they sent the Wetlands Study to the Army <br />Corps of Engineers. On June 14, the preliminary design report was sent to ODNR. We <br />plan to advertise for bids this Thursday. <br />Highland/SOM - Since there was discussion regarding this topic earlier during the <br />meeting, there was no discussion at this time. <br />Beech Hill - Mr. Cappello said the sewer (the actual laying of the sewer) should be <br />completed in approximately two weeks. There is a manhole that needs to be built in the <br />intersection. Those manholes usually take a while because they are cast in place. <br />I-271- Mr. Hovancsek said he contacted O.D.O.T., talked to Eric Forsberg, Denny <br />Knaus and to the design person. They will be getting him some additional data on the <br />detention area for the zone north of Highland Road. They are working up the data for <br />the detention area south of Wilson Mills. <br />Mrs. Cinco said, for the record, when do we look to see sound barriers <br />Mr. Hovancsek said there is no contract to design sound barriers because O.D.O.T. is <br />broke until after July. O.D.O.T. will sign a contract with a consultant--he believes it is <br />Central Engineering--they will start work after July. They should have the plans done <br />by the early part of 1995 and there should be construction sometime in 1995.
