<br />261 <br />Regular Council Meeting . <br />10/17/94 <br />Page Nine <br />Mr. Fixler asked if there is a large problem of keeping this on second reading and going <br />for the third at the November Caucus. <br />Mrs. Cinco said she thinks the reason behind it is exactly as Chief Ivlohr has stated--the <br />? sooner we get going with our drawing, and have them at least on line, then when it is <br />CO time to go out to bid or how we can deal with the construction manager, we are ready. <br />Q She would like to get going so in the long run our focus is on the best price. <br />z Chief Mohr said he has been told it takes about 8 weeks to get working mechanical <br />? drawings. <br />Mr. Hovancsek said probably 12 weeks is closer to reality. <br />Mr. Fixler said there is one gray area (in the contract) he is asking about. If we decided <br />to not go with the construction manager concept, is the architectural firm bound by <br />contract to do some of the duties the construction would have done? <br />Mayor Rinker said generally yes, but there is a lot of gray area. That is one of the <br />concerns for having a construction manager. <br />A lengthy discussion was held. <br />Mayor Rinker said the architect will be drawing plans according to what we want. <br />Mr. Fixler asked if this was agreed upon in 1991 but for some reason it was not signed. <br />Mrs. Cinco said 12 architects were interviewed (in 1991) and tonight, again, we are <br />dealing just with the design. <br />Mr. Flynn said they did agree that Rauschenbach, Casini and Urban were the best. He <br />would like to get a constructive answer from Rauschenbach, Casini and Urban about <br />the role of the construction manager. <br />Mr. Diemert said it can always be amended later to add that provision. <br />Mrs. Cinco said we will be monitoring it every step of the way. <br />Mr. Buckholtz said he agrees with going ahead with the project just to get it out there. If <br />you want to get the architectural firm to do the duties of the construction manager, will <br />it make a difference in the cost if we have agreed on the prior contract.
