We have asked the architects of the Progressive project to examine what <br />.?_ we are proposing will serve the new office complex at 6300 Wilson Mills <br />Rd. The architects informed us that the 75 foot ladder would reach the <br />top of the new office buildings (see attached). <br />In the State of Ohio every city, village and township is graded by the <br />Insurance Services of Ohio, (ISO). This agency is employed by the <br />insurance companies to grade the municipal fire departments regarding <br />how well they protect the communities they serve. From this evaluation, <br />insurance companies set premium rates for all property owners based <br />upon how well a fire department protects the property within its <br />jurisdiction. ISO evaluates cities by a grading schedule, which details <br />what are accepted practice. The grading schedule is from 1 to 10 with 1 <br />being the best. ISO comes out approximately every 12 years to re- <br />evaluate the community. I expect they will return to inspect Mayfield <br />during 1993 or 1994. Insurance Services of Ohio's last full inspection <br />was in 1976. <br />On August 2, 1988, I wrote Mayor Carmen with a response to a question he <br />asked regarding our- need for a ladder truck. In 1988 I wrote, "They (ISO) <br />further clarified the need for a ladder truck for our community due to the <br />size of the area being served." I also stated in the Carmen letter, " When <br />ISO returns for their ten year inspection, I am sure they will suggest we <br />have a fully equipped ladder truck." The only thing that has changed since <br />that report is the addition of larger homes and buildings in our village. <br />With the Progressive project under construction we are at a crossroad for <br />the community's fire protection. According to the Progressive architects, <br />the Progressive building will be larger in square footage than Beachwood <br />Mall. This project wil have an impact our community when the Insurance <br />Grading Service returns to rate our municipality. Additionally we have a <br />growing industrial base along with new subdivisions having homes in <br />excess of 3000 square feet. Obviously, you're aware of the potential <br />explosive growth at the north end of Mayfield Village. It is my belief we <br />are going to be required to buy a ladder truck or suffer a large loss of <br />credit.. If we would lose credits for not having the necessary equipment <br />according the Insurance Services of Ohio then all home owners in Mayfield <br />Village would see an increase in their individual fire insurance rates. <br />When one looks at the cost of a new ladder truck it appears to be <br />staggering. I am requesting $450,000 for this truck. The company that is <br />?-,the leading candidate for our potential business has several financial <br />? packages.
