Special CouncillVleeting <br />2/1/93 <br />I'age Two <br />Council reconvened at 8:10 p.m. and Mr. Hovancsek arrived at this time also. <br />Mr. Rinker said given the fact of the resignation of Nlayor Pieirafese, he asked Mr. <br />Diemert to administer the oath of office. <br />Mr. Diemert administered the oath of office to Mr. Bruce Rinker as Mayor. <br />Mayor Rinker said this is a rather unusual circumstance. He explained Village Charter <br />provides that in the event the Mayor leaves office, the Council President assumes the <br />position of Mayor and the Council President Pro Tem assumes the position of Council <br />President. Joanne Cinco is the Council President Pro Tem and Mayor Rinker said he <br />would like to administer the oath of office to her as Council President. <br />Mayor Rinker said anyone who has seen Joanne work knows she has grown into the <br />position and is exceedingly capable. Mayor Rinker said he knows he can depend upon <br />Mrs. Cinco and the rest of Council to help with the transition. <br />Mayor Rinker administered the oath of office to Mrs. Cinco as Council President. <br />Mayor Rinker said this has been tragic and an unfortunate story. During this time <br />Council has not shied away from their responsibility to the people of the Village. They <br />have all continued to work together. Mayor Rinker said they may share different points <br />of view just as much as they share common ideas about what needs to be done in the <br />Village. Ultimately, collectively, they invest their individual efforts in doing their jobs. <br />For all the turmoil that this controversy has caused, they have tried not to lose sight of <br />their first order of business here. They respect the institution that is their Village <br />government and have pledged to keep it vital and ask for support in continuing to <br />move forward. <br />Council President Cinco said there was another matter of business that they should <br />amend the agenda for before they go into Caucus. That deals with getting D.O. <br />Summers on the ballot; (they have requested a change of zoning.) Mrs. Cinco asked for <br />a motion to amend the agenda. <br />Mr. Ferrante, seconded by Mr. Flynn, made a motion to amend the agenda to include <br />consideration of the above-mentioned request from D.O.
