Regular Council Meeting , <br />5/17/93 <br />Page Three <br />Mr. Flynn said this is in his ward. He looked over the situation Saturday or Sunday. <br />The DeMicheles not only filled in the swale but have planted a 4' x 12' garden with a <br />chain link fence mounted on solid concrete block. Mr. Flynn said nobody can mess with <br />the topo in this particular Village without talking to the City Engineer and nobody can <br />convert a water stream and this is what they have done. He can appreciate the <br />impatience of this man and his wife. Someone must take down the fence down and re- <br />cut the swale back to its proper drainage function. <br />Mayor Rinker said we try to balance the interests of neighbors and try to enforce the <br />ordinances with an even and sensible hand. When things get to a point and you can't <br />resolve it without going to the next harsher or sterner step, then we are prepared to do <br />it. <br />Discussion was held. <br />Mrs. Coyne said she does not understand why they mowed down her field without <br />personally notifying them they were in violation. <br />Mayor Rinker said it is unfortunate it happened that way. <br />Mr. Flynn said these people are in possession of the forum; it is three steps--two weeks <br />Building Commissioner, two weeks Law Director, and two weeks Prosecutor. They do <br />not see need for a mediation board. They are asking that this forum be utilized <br />immediately. It is very clear cut. <br />Mayor Rinker said that was an Executive Order from a few years back. A mediation is <br />one of the steps set forth in that. He would discourage anyone to denigrate the process <br />until they have given it a chance to follow through. <br />Martin Comella, 673 Robley Lane, said there is a minor problem with our street signs. <br />Ever since they converted to wooden posts, they have been very hard to see. So he put <br />reflectors on them. The Service Department keeps removing them. Mr. Comella said he <br />called the Mayor Saturday and he said you are the only one that has complained. There <br />are a lot of people that do not like those signs without reflectors on them. Mr. Comella <br />said Patsy Mills put reflectors on her sign post and they look great. He said those sfreet <br />signs require a reflector. It is dangerous not having them and it is annoying; they are <br />hard to see. Mr. Comella said since Mayor Rinker said he was the only that . <br />complained, he asked some of the neighbors to come. A few of them did. Mr. Comella <br />asked that everyone (in the audience) who is interested in changing these things to <br />reflectors on the post to please raise their hands.
