Special Council Meeting <br />6/14/93 <br />Page Six <br />Mayor Rinker said he has indicated to Mrs. Sullivan and to Council, he is asking that <br />they review all of the facts of this before they move on it. If it appears it is clearly the <br />Village's responsibility, there is no question he would agree they repair it. Mayor <br />Rinker said they are mindful of the precedence they set everywhere and they try to <br />balance a lot of competing interests. He does not want to react solely to one property <br />owner's problem; he wants to try to deal on a more collective basis. Because it may well <br />be just that person's responsibility to take care of the problem, it leaves property owners <br />in a very unhappy state. <br />Mayor Rinker said he has a meeting scheduled on June 29 with residents of Metro Park <br />Drive, Zorn Lane, and Hickory Hill. He is convinced the primary topic of discussion <br />will be addressing storm water problems. <br />Mayor Rinker said he knows the Sullivans have been living with the situation for quite <br />sometime but wants to refrain from simply jumping in and taking care of it if there is a <br />better approach. He is trying to implement a procedure to follow in all neighborhoods; <br />and has asked for a little time to get these things in shape. He said they went to Walnut <br />and Thornapple because the logistics are a little simpler there. That seemed to be a <br />good test (model) case. He believes Council will be voting on the Walnut/Thornapple <br />expenditure Monday. The next step would be to look to the Metro Park/Zorn <br />Lane/Hickory Hill area. Mayor Rinker said he is trying to deal with this in a way that <br />is going to provide a good, reliable procedure. <br />Mr. Fixler said he appreciates what Mayor Rinker is trying to do, however, the Sullivan <br />situation is a little bit different than the Walnut Drive situation. Many people believe <br />that she actually has a mixture of septic water going into that pipe. From looking at the <br />water he believes it is a potential health hazard. He does not think it would cause any <br />harm to authorize Gus to go out there and get a cost to take the rest of the pipe through <br />the yard; and that is what he is asking them to do. <br />Mayor Rinker said this is not brand new; it is already part of a project. He is asking that <br />they not focus on this as the sole factor. This is not unique. He is asking people to be <br />patient; they are working on this problem. <br />Mr. Fixler said he thinks she has been patient. <br />Mayor Rinker said he did not mean Mrs. Sullivan; she has been patient. Her property is <br />one that he has in mind, but his aim has been not to focus strictly upon one property, <br />but on a collection of properties. This property is part of what they are reviewing. <br />Discussion was held.
