Regular Council Meeting
6/23/93
Page Five
Shelly Kovacevic - Recreation Director, said the playground at Wiley Park opened at the
beginning of June. She said the Recreation Board would like to thank the Mayor,
members of Council, Gus and members of the Service Department for their help and
support. They still have some concerns about the surface. The Recreation Board met on
June 16 and discussed the following matters concerning the playground: they reviewed
their original recommendation to use wood chips as the surface; they voiced their
concerns over present conditions at the park; they looked at suggestions for suggestions
for other types of surfaces. Mrs. Kovacevic said after a lengthy conversation based on
reports by the Consumer Products Safety Commission, the Consumer Federation of
America, and the American Academy of Pediatrics, they make the following
recommendations for the playground surface: 1) they would lil<e to see removal of all
stones from the playground area; 2) they suggest the entire fenced area be covered by a
loose stone material; a suggestion has been made to create a barrier for burrowing
animals by using cement or wire mesh under the fence; 3) they feel the sand should be
removed and replaced with six inches of wood mulch covered by six inches of uniform
wood chips. They feel this work could be done in the fall. Mrs. Kovacevic said that
much time and research has gone into the planning of the playground by the Recreation
Board. They feel that time and money spent by the Village could be saved if- they were
consulted before changes were made.
Mayor Rinker said he talked with Gus on Friday about the stones and the chips. He
was not aware they wanted a fu1112 inches of wood chips. He checked the playground
in Mayfield Heights and they have a nice supply of wood chips. Gus contracted their
Service Department (to see who their supplier is); we have a truckload of wood chips
(like theirs) in the service garage right now. Mayor Rinker said he is mindful of their
last point to do this at the end of the baseball season. Right now, they will put wood
chips in there to make the surface thicker now to provide more of a cushion. He is not
sure about the wire fencing; he will defer to Gus on that. The stones were in there
primarily to stabilize and provide a screen against critters coming in. They will
continue to look at that throughout the summer.
Dennis Cardarelli, Creekwood Lane -(also on the Recreation Board) - said they had
spent some time at numerous Recreation Board Meetings to revitalize the Wiley Park
area. Drawings were made and he was under the impression this was going to work, so
they brought it to the Mayor. He said they couldn't do anything because of the
drainage and it would cost $110,000 and they didn't have the money, so they would
have to put the project on hold. Mr. Cardarelli said he suggested a low cost idea--
something that would be suitable temporarily and to get the project underway. He is a
coach and he has listened to a lot of complaints in the last 4-5 weel<s; people are fed up
with the way Wiley Park looks. He said they had a plan where they thought they could
