Regular Council Meeting , <br />9/20/93 <br />Page Five <br />Mrs. Cinco said the legislation was taken off of tonight's agenda. It will be put-on the <br />next one--if they get their approval, then we need to let the bid out. She asked Mr. <br />Hovancsek if that had changed. <br />Mr. Hovancsek said the County Commissioners must give their agreement to us prior <br />to us signing the coniract. . <br />Mr. Flynn said we picked up another 73% on our cost. He asked if Mr. Hovancsek <br />could give them an idea of the extra $78,000-how that occurred. <br />Mr. Hovancsek said the original estimate was made on a preliminary sketch of the <br />project. (On a concept plan and not a detailed improvement plan.) When the <br />improvement plans were made and the construction design was completed, the scope of <br />the work had changed significantly. The revised estimated he gave the Village <br />indicated tliere was a significant increase in cost. If a detailed improvement plan had <br />been made and prepared, they would have had detailed quantities and could have had <br />a reasonably accurate estimate of the cost. There was drainage involved, additional <br />pavement involved, grading on Wildwood Trail that was not initially anticipated and <br />the fraffic signalization was much more expensive than originally estimated. <br />Mayor Rinker said that is why we have pressed for alternate sources of funding. We <br />have gotten a large chunk from the County to make up that gap. <br />Mr. Diemert said that the transcript of the trial for the May-SOM case (involving the <br />zoning of the northwest portion of the Village) has been completed and is on file in his <br />office--if anyone is interested in reading it. The brief itself is in first-draft stage and <br />should be filed by the end of month. Hopefully in the early spring they will have some <br />form of decision. <br />Mr. Diemert said we have new appraisals for the Highland Road properties; he will <br />give them to the Mayor tonight. After we have permission of the Mayor, we will make <br />an offer to the property owners. <br />Mrs. Cinco said Mr. Amendola indicated when questioned by Mark that they were <br />going to be taken to Court. <br />Mr. Diemert said he received a copy of a stop-work order from Mr. Amendola; he has <br />not heard there has been violation. If there has, Gus should let him know. <br />Chief Mohr said they are preparing for Fire Prevention Week in October. If anyone <br />needs educational materials, they are available to the community as needed.
