Regular Council Meeting <br />10/18/93 <br />1'age Eight <br />started focusing on an alternate road (the old Andrews' property) which is primarily in <br />1Vlayfield Heights. N.E.O.R.S.D. indicated they are looking into it. In possibly 3 or 4 <br />weeks they have people who will be surveying it and studying the topography to get a <br />physical lay of the land to see if this alternate road is feasible. Beyond that there are <br />questions of who the property owners are and getting the necessary easements. There <br />is a lot of information to get and a lot of decisions to be made. <br />Mr. Flynn said he believes this is a subject the media should be interested in because of <br />the amount of money and the entites involved. He said if Mayor Rinker would issue <br />some type of press release, he feels it would be worthwhile. <br /> <br />N.O.A.C.A. Traffic Studv - Mayor Rinker said he would like to incorporate into the <br />minutes the notes of his conversation with Mr. Mahmoud Al-Lozi who is N.O.A.C.A.'s <br />man heading up this project. He thinks one of the most salient points of this study is <br />that they are still going to solicit input from us and from other sources. This is a$33,000 <br />study right now which is to study the Wilson Mills corridor from Lander to S.O.M. It is <br />clear from our standpoint that we would like to see some changes in the traffic light <br />configuration. The specific rquest is that the light between Alpha and Joyce roads be <br />moved from the Builder's Square site up to Joyce Road; that all driveways on the north <br />side of the street that run between Alpha and Miner would be closed off so we would <br />have a new light at Joyce. Mayor Rinker said it would create a 4-way intersection which <br />he understands is a favorable traffic design. (This would allow ingress and egress out <br />of the Builder's Square/Front Row site from that location and otherwise from Miner <br />Road and Alpha but not through these driveways.) They are going to include in their <br />study Worton Park and Joyce roads; they are looking to broaden the scope of the study. <br />Mayor Rinker noted some points to consider offered by Mr. Overmyer. The point <br />tonight is that we should enumerate these items and any others. <br />Mrs. Leppla said the Traffic Committee met this evening. They discussed with Mr. <br />Overmyer a possibility of pulling Progressive back into our discussions and working <br />with them. He had a number of excellent ideas that seemed to be pretty cost effective. <br />Hopefully between the Mayor of Highland Heights, the Mayor of Mayfield Village, Mr. <br />Overymyer and myself, and possibly the Engineers fromthe 2 cities-we could get <br />together and meet with them and hopefully draw Progressive back into these <br />discussions. The traffic siudy will last 5 months. At that time the recommendations <br />have to be made for plans. Then plans have to be made. Improvements are not going <br />to be tomorrow. We have to make some arrangements until that time. We also <br />xeviewed and made suggestions for the scope of the study. Mrs. Leppla said she spoke <br />to Mr. Al-Lozi at the end of September and made some addiHons to the scope of the <br />study. Mayor Rinker has talked to him. We just felt tonight that we could not come up
