Regular Council Meeting
4/15/96
Page 10
restaurant prior to knowing you are going to have that sign put up. In addition,
because the sign is on the freeway and the exit is already passed, he does not see where
putting the sign there would make people stop and want to go to that facility. More
importantly, we have had many discussions on the sign variances that have come up
in Mayfield Village. If you feel, as I do, that it is important to stick with the ordinances
as they are, then you would agree with the decision of the BOA. If not, he said, they
have that right.
Mayor Rinker said he believes that part of the role of Council is to look to a number of
other considerations, potentially. Specifically, this is an organization, the Spaghetti
Company, that was a long-standing fixture in the community, a very well run
restaurant. As we look to the overall mix of businesses in the Village, having
something viable at the Holiday Inn is important. He does not think we should
overlook the fact that this restaurant has been successful and provides character to the
Village. It is worth considering what we are promoting in all of this. He said yes,
CounciY, can look strictly to the sign and focus on that issue. Mayor Rinker said he is
sorry the representatives are not here and we cannot hear more from them. He thinks
their insight would be valuable. He is concerned we might focus on the one issue and
ignore the fact that they have found a good location and come back [to the Village] and
the potential for improving the business operation at the Holiday Inn site which has
been pretty slow for a number of years is worthy of consideration.
Dr. Parker said he has had an opportunity to drive up and down there. He has mixed
feelings about it. He thinks it probably would be a benefit to the restaurant. He said if
we decided to allow them to have a sign, he would like to see it look more like the
Holiday Inn sign with the same type of character and lettering. If it were consistent
with the sign above it, you wouldn't really notice that it was something different.
Mr. Busa concurred with Mayor Rinker. The Spaghetti Company is a proven good
taxpayer. They have been here over 20 years. He would like to see them succeed, but
he does not want to go contrary to our own laws.
Mr. Buckholtz said it was pointed out to him (what our code is) regarding a commercial
enterprise advertising in the Village. He said he needs some help--it says, "All pole
signs existing as in the effective date of this ordinance shall be permitted to remain in
order to serve, provided that said pole sign does not alter or enlarge.... Mr. Buckholtz
asked if that is saying the Holiday Inn sign was grandfathered in and could not be
altered in any way?
Council President Fixler said yes.
