8 <br />Regular Council Meeting <br />7/1/96 <br />Page 7 <br />create an access point to Parcel A from the internal road proposed system and we have agreed to <br />look at doing that. We have gained concept approval from Planning & Zoning and <br />recommendation to Council for your approval. We will take those comments and move that <br />forward into the preliminary planning. We had one request by the Mayor that we would look at <br />possibly curbing this intersection to make it a smoother traffc movement. We also agreed to look <br />at that. He asked if there were any questions. <br />Council President Fixler asked if what they axe proposing at the entrance--the adjacent property <br />on S. O.M. --complies with residential zoning. <br />Mr. Diemert said yes; he gave an opinion tonight at the Planning & Zoning meeting. Residential <br />zoning may be used for municipal purposes and retention of water for commercial or industrial <br />development is something we are mandated to handle. With the proviso that it is approved by the <br />Plaiuiing Commission and our Engineer, we could approve the use of a single-family lot for water <br />retention according to the plans that we accept with an easement or deed restriction. <br />Council President Fixler asked for a description of what they are doing. <br />Mr. Bader said they have not gotten into that detail yet. There is a lot of engineering that has to <br />be done. <br />Council President Fixler asked where the storm water will end up. <br />Mr. B'ader said it will drain under S.O.M. <br />Council President Fixler asked the time frame they are looking at. He said we are doing a study <br />of the northwest quadrant. <br />Mr. Bader said he is speaking for Larry Goldberg, President of Goldberg Companies, my <br />direction was to take this through and move it forward as quickly as we possibly could. <br />Mr. Goldberg said we realize there is a time factor. We are not looking to put in a road two <br />month from now but we are looking to proceed with the process--engineering, etc., all takes time. <br />Until we start the improvements, we can always go another direction if anofher direction makes <br />sense. We would like to proceed in an orderly manner, do the engineering and keep on coming <br />back until we get final approval of our subdivision. <br />
