Regular Council Meeting
September 16, 1996
8
Mr. Hovancsek said since the area is a"war zone" currently, it would be the time to complete the
work and do the seeding so the next construction season the resurfacing could be done and then the
project would be finished. If we wait until Spring, it will be late Sununer before the resurfacing could
be done. He said Bond Enterprises is the former Tony Calabrese company; they are a good firm.
They did a.good job on the work they did for us last Fall.
Mr. Buckholtz said Marra has been there and knows the terrain. Will there be any problem
afterward-like one contractor may say they did not do that-and vice versa. He asked if there was
any benefit to spending more money and go with the higher bid to keep the same contractor in there.
Mr. Hovancsek said it would make it a little easier, but the worlc is delineated on two different sides
of the street.
Mr. Brett said the whole purpose of going out to bid is to get an idea of what the dollar amount was.
He thinks people will ask why we would go out to bid and accept a bid that is $5,000 more. He said,
he was not real appreciative of their idea of traffic control on Beta Drive last year.
Council President Fixler said when you have lowest and best bid, he thinks we have an obligation to
accep,t the lowest bid. First Reading of Ordinance No. 96-32, entitled; "An emergency ordinance to authorize the
expenditure of $31,027.50 to Bond Enterprises for regrading of ditches and minor storm sewer work
in the Worton Park area." Introduced by Mayar Rinker and Council as a Whole.
Mr. Busa, seconded by Mrs. Cinco, made a motion to suspend the rules of Council requiring an
ordinance to be read on three separate occasions.
Roll Call: AYES: All
NAYS: None
Motion Carried
Rules Suspended
Mr. Busa, seconded by Mrs. Cinco, made a motion to enact Ordinance No. 96-32.
Roll Call: AYES: All
NAYS: None Motion Carried
Ordinance Enacted
Pathmaster Proposal
Mr. Marquardt, seconded by Mrs. Cinco, made a motion to approve an expenditure in the amount of
$7,500 to Pathmaster.

?
