Regular Council Meeting <br />October 21, 1996 <br />Page 4 <br />Communitv Reinvestment Area Housing Council Appointments and Members <br />Mr. Brett said Mayor Rinker gave him two tenta,tive names of appointees. He still needs two <br />appointments from Council and two from P&Z. He would like to meet with the Community <br />Reinvestment Area Housing group before the end of the year. <br />OPEN PORTION - 3 minute limit imposed by Chair. Those who wish to speak must first state <br />their name and address. 'This open portion is limited to discussion pertaining to the items under <br />"Old Business" only. <br />There were no comments. <br />NEORSDBeech H'ill-1V1r. Fioeni man resident) & representative from NIEORSD (Dave <br />Klunzin er) <br /> <br />Mr. Hoenigman, 6820 Wilson Mills Road, said he has resided in the Village near the Beech Hill <br />Pump Sta.tion for 25 years. He expressed his concerns regarding the new biofilter cunently under <br />construction. His specific questions are: <br />1. Why wasn't the upper site chosen? <br />2. What happens if the facility doesn't function as it is designed to? (It is a large compost pile- <br />will large quantities of gas be released into the neighborhood?) <br />3. Drainage. Oftentimes, he can't cut the grass on that side because of the standing water. <br />4. He is very concerned about the effect of this project on his property va.lues. <br />Mr. Hoenigman said he is cancerned about living next to a facility which decomposes sewer gas. <br />He is also concerned about the space for planting. He has received an offer from N.E.O.R. S.D. to <br />use his land for some of the landscaping. He had looked forward to the Hilltop Interceptor project <br />for years. He was told once the new sewer would be constructed, the problems would cease. <br />Apparently, that wiIl notbe the case. 1VIr. Floenigman asked what input and recommendation the <br />Village Engineer liad on this projeet. <br />Mayor Rinker said he received Mr. Hoenigman's letter. He had set up a public meeting a few <br />months ago which was not very well attended. He asked 1VIr: Klunzinger to attend the meeting <br />tonight to answer Mr. Hoenigman's questions. He wants to make sure Council understands and has <br />no other questions. He turned the floor over to Mr. Klunzinger to reply to 1VIr. Hoenigman's <br />concerns.
