<br />Regular Council Meeting <br />5/15/95 <br />Page Five <br />Tim Scasny, 648 Meadowood, said that when he called the Ohio EPA they had no <br />record that this project was mandated--whatever that distinction is--there must be a <br />distinction. He asked if Mr. Diemert could shed some light on it. <br />Mr. Diemert said when it is a Federal law, it is mandated. The Clean Water Act says <br />everyone must stop putting septic effluent into streets. The job of the Ohio EPA is <br />to carry out that mandate. He said they will get a court order against you in 5-10 <br />years whenever they feel it is necessary. Mr. Diemert said no one can tell you <br />anymore than that; no one will write that down for you. He knows of no law that <br />you have to have anything more than that in order to qualify. If funds become <br />available, there is no doubt you would qualify. <br />Discussion was held. <br />Mr. Scasny said they would like to hear more about the sewer relief fund. He <br />thought we had discussed not only an initial $100,000 but $100,000 every year for 20 <br />years. <br />Mr. Monaco said he has heard a lot from you that we put Issue II monies in <br />jeopardy. Our complaints brought us more funding, so he does not understand why <br />you feel we are jeopardizing the funding. We are tying to get more than less. <br />Mayor Rinker said when you are making applications for funds, you are saying we <br />want this funding because this project is going to go through. If another part is <br />saying, we don't want it, what you are doing is telling the people who have the final <br />say on whether or not these dollars will in <br />Mayor Rinker said the North County Trunk is the recipient of virtually 50% <br />reduction in cost because of the things that we have worked out with the County <br />and the State. The North County Line will be dug over the course of two years. In <br />that period of time, we will be pursuing CDBG funds et cetera. <br />Discussion was held. <br />Mrs. Kovacevic said this is one project, but it is done in phases. If it is considered <br />one project, all funding we have received <br />Mr. Fixler said please understand you can't take dollars today and set them aside for <br />something that may not happen for 5-8 years from now. We don't have design <br />criteria, actual cost analysis--those things haven't been done yet. The point of Phase <br />I and II is to separate what is currently going on and what will happen in the future.
