Regular Council Meeting <br />7/20/95 <br />Page 18 <br />Mr. Hovancsek said the property owner purchased a piece of property segmented by an <br />open drainage channel. In order to maximize the improvements on the property, they <br />will have to culvert part of that channel. There is an easement on it and they are <br />apparently asking us to participate in it. <br />Council President Fixler asked Mr. Diemert's opinion. <br />Mr. Diemert said it is Council's decision, but he is sure they paid a very reduced value <br />for the property. We have no benefit by covering up the culvert; we will still have to <br />maintain the easement. Now, we may have to hire a snaking company to get the sewer <br />jets in under the culvert. <br />Mr. Hovancsek said an open channel is easier to maintain. <br />Mr. Ferrante asked that somebody get back to them. <br />Mr. Flynn asked Mr. Samac the cost of the addition. <br />Mr. Samac said he was not sure of the figure._ <br />Mr. Flynn said they are a very good company and have been a good resident, but in the <br />same vein they have to research with an addition like this. He does not think the <br />Village can extend itself, other than like the Law Director and Village Engineer said to <br />maintain the culvert. <br />Mayor Rinker asked what the purposes of the requirements--to improve handling the <br />water flow through there or what. <br />Mr. Hovancsek said it is in a flood plain. Whenever you culvert a flood plain, you <br />have to handle the water adequately. That is a 100-year flood plain in that area. In <br />order to culvert that particular open channel, you have to put in a structure large <br />enough to convey at 100-year storm. <br />Mayor Rinker said we are requiring them to put in a big culvert because they are going <br />to get a big flow. <br />Mr. Hovancsek said that is right; the Federal government requires it. Plus, there was <br />some detention required by our ordinance--they must comply with our code.
