-wi <br />357 <br /> <br />co <br />M <br />M <br />Q <br />z <br />2 <br /> <br /> <br />Regular Council Meeting . , , <br />9/18/95 <br />Page 11 <br />Mr. Busa, seconded by Mr. Flynn, made a motion to suspend the rules of Council <br />requiring a resolution to be read on three separate occasions. <br />Roll Call: AYES: Mr. Busa, Mrs. Cinco, Mr. Fixler, Mr. Flynn <br />NAYS: Mr. Basile, Mr. Buckholtz, Mr. Ferrante <br />Motion Failed <br />Rules Not Suspended <br />Council President Fixler said the resolution was passed in title at the last meeting for a <br />4% increase to the retainer with the rest of the details to be worked out. There is a <br />problem at least from the Finance Committee's angle of looking at this which he <br />would like to share with Council. Typically, we like to discuss these things in Executive <br />Session but he would like to bring out a couple of things. Council President Fixler said <br />this has no reflection on Tom Cappello or Steve Hovancsek. A lot of problems in <br />Mayfield Village are Engineer-related. Not to belittle the job you are doing, but we <br />have had several discussions about changing this--changing that. Even tonight, I see <br />we have a situation after going through all the planning of Worton Park that - <br />something new has come up with reference to storm water culvert changing which <br />may alter the plans of the sanitary sewers. Our feeling is that 4% is in line with the <br />remainder of Village employees who have gotten 4%. As far as the other add-ons that <br />the Engineer's office was looking for, the Finance Committee was not in favor of doing <br />those at this point. It is not a personal issue. It is time we actually see some affirmative <br />action from that department stating we will look at these projects and have foresight to <br />understand any complications that will come up along the way. We have had too <br />many of them. The residents complaints we have with regard to engineering projects <br />has been most of the problem. At this point in time, he believes he is speaking for the <br />Finance Committee; it is our intention that we remain with the 4%. Having said that, <br />since we passed that by title, his question is can we go back and do that? <br />Mrs. Cinco said they voted in title for a base amount only. <br />Mr. Flynn said the Finance Committee recommends staying with the fields rates from <br />1994 for 1995. <br />Mr. Brett said the field rates were submitted by the Engineer to Mayor Rinker earlier <br />this year. There is no set rate on these--the rates were proposed by the Village <br />Engineer and may vary. The rates on page 2 have not changed. The field rates on <br />page 3 are the ones in question at this point.
