Special Council Meeting <br />3-9-98 <br />Page 9 <br />control the pool. Our commitment will be to our residents first. He would like to see a top of the <br />line facility built so we know aver time it will take a lot of usage. Having a million dollars seed <br />money to do something like that and with everything el$e in this deal, he believes it is very <br />worthwhile. We must come away with language we can live with. If we can't do it, we must say <br />we can't take any change. Then, we will put those things in writing and circulate it amongst <br />everyone here. If questions arise, they can be addressed and we will come back when we are <br />satisfied. <br />Mr. Busa said he did not negotiate per se the wetlands proper. If the minutes were accurate, they <br />would have reflected that he warned the body tha.t this is a very serious condition. it is a disaster <br />about to happen. It will cost us a fortune. You don't build roads over lakes. <br />Dr. Parker asked how much wetlands mitigation will cost. <br />Mayor Rinker said he does not have a.n answer; he has a preliminary idea. We are talking about <br />$10,000 an acre give or take a few thousand an acre. We are talking pockets of acres; he does <br />not know if theyrtotal up to 8, 10 or 12. <br />Council President Fixler said they will put it on paper and look at it. <br />Mayor Rinker would iike direction from the Law Director. <br />Mrs. Cinco said she would like to see their stand in writing. <br />Mayor Rinker described the location of drainage line and the wetland areas that both the Village <br />and Progressive will have to deal with. Our only concern is to the extent we want to submit a <br />plan to the Corps that it be compatible with anything they will want to do on their side of the <br />fence. He does not think we will need to address that for a coupte of years. The irrunediate <br />concern is wha.t can we do to design a road that gives us maximum acreage on the Friedman site. <br />Dr. Parker said he was not at the last meeting but read in the minutes that Mr. Marquardt brought <br />up an issue about the roadway off of S.O.M. He wants to be sure he understands their <br />positioning their road and how they -ha.ve it, he wants to be sure it would allow us the ability to <br />swing up if we want to. <br />Mayor Rinker said we will be east of the wetlands instead of west. <br />Mr. Cappello said we can put it anyvvhere we need to put it. <br />Mr. Busa asked if anyone has walked the wetland area. <br />Mr. Brett said he has. <br />Mr. Busa said, for the record, he strongly urges it.
