Special Council Meeting <br />5-498 <br />Page 2 <br />Mr. Brett said they want to get in on this construction season right away. <br />Mr. Hovancsek said O.D.O.T. has cut back on a lot of work and the contractors do not have <br />much work to bid on, so the bids should be very competitive now. <br />Council President Fixler asked who prepared the specifications. <br />Mr. Cappello said URS Greiner. <br />Council President Fixler asked if one of the other contractors could come back and say if they <br />would have known this was this, they would have bid differently. <br />Mr. Brett said the contingencies would have been applied across the board. We were trying to <br />avoid peculiarities in the water system and did not want to hold up the road, sanitary storm sewer <br />or other components. We made contractual obligations that this road will be in by December ls`, <br />1998. We want campus access by the end of the year so between now and time of notice to <br />proceed (by 6-1), these other items will be ironed out. It didn't make sense to rewrite the bid and <br />he thinks it would have been unwise to wait for those things (which axe smaller components of <br />the project) to be finalized. <br />Mayor Rinker asked if we are comfortable and confident with the fact that we are covering such <br />a great percentage of the overall cost, that even though there are a few loose ends, they are <br />relatively minor. He wants to be sure that is clear that they are relatively small matters and asked <br />if we were in agreement that they are. <br />Mr. Cappello said he does not think he can say that for sure, one could be $50-100,000; one <br />could be $105,000. <br />Mayor Rinlcer said he thinks $105,000 compared to an overal12.1 million is not like looking at <br />$100-$200-$300-400,000. <br />Mr. Brett said he wants Council to be aware of the top bidder and that legislation will be on its <br />way. <br />Mr. Cappello said he thinks they are asking if we can go ahead with these bids and negotiate any <br />changes. If Perk does not want to perform the work at his given price and we cannot negotiate, <br />we might have to move to the next bidder. The same items would then be negotiated with the <br />next lowest bidder. <br />Mr. Brett said before the contractor starts, they will have before them the fmalized plan which <br />will take into account some of the contingencies on the water line and the comments from the <br />Village Engineer, the County Sanitary Engineer's Office, CEI and Ameritech. <br />Mr. Cappello said he thinks they will have an answer by the June 1 S` Council Caucus.
