Regular Council Meeting <br />7-6-98 <br />Page 4 <br />A motion to authorize an expenditure not to exceed $3,500 to Ballash Press for the Fall issue of <br />the V.O.V. <br />Dr. Parker, seconded by Mrs. Cinco, made a motion to authorize an expenditure not to exceed <br />$3,500 to Ballash Press. <br />Roll Call: AYES: All <br />NAYS: None Motion Carried <br />Expenditure Authorized <br />A motion to authorize an expenditure in an amount not to exceed $53,424.00 to Ryan <br />Environmental <br />Dr. Parker, seconded by Mr. Marquardt, made a motion to authorize an expenditure in an amount not <br />to exceed $53,424.00 to Ryan Environmental contingent upon the Village receiving satisfactory <br />responses to its questions pertaining to prevailing wages, a rectangular tank and any other questions <br />that may arise. <br />Roll Call: AYES: All <br />NAYS: None Motion Carried <br />Expenditure Authorized <br />With Contingencies <br />A motion to authorize an expenditure in the amount of $4,500 to North Coast behavioral <br />Research Group <br />Dr. Parker, seconded by 1VIr. Mazquazdt, made a motion to authorize an expenditure in the amount of <br />$4,500 to North Coast $ehavioral Research Group. <br />Council President Fixler sa{d he spoke his feelings eazlier this evening. He is not in favor of this <br />survey, he thinks we have gone thrqugh enough surveys. The Citizen's Advisory Committee and <br />numerous residents have been involved in this. ~Ie feels that any further sul'veying we do should be <br />done internally so we can get a clear handle from our constituents as opposed to an outside source <br />who will do a questionnaire. He also questions the accuracy of the questionnaire. A sample <br />questionnaire was enclosed in Council's packets. He does not think $4,500 for a survey doesn't <br />make sense. <br />Mr. Mazquazdt said we aze embazking on the planning of a very lazge recreational complex. In <br />having a survey that is unbiased and independent, that tikes a representative sample--Yid we (with <br />`the Recreation Committee) will participate in the fpr}laa~ipn of that survey--he thinks ifwill give us <br />`~~e foundation for our decision-making process to keep the thing going and not be open to the <br />question as to whether the deck was stacked o~ ~~t~}~~ here were some bias. <br />
