Special Council Meeting <br />11-9-98 <br />Page 3 <br /> <br />1 <br />Roll Call: AYES: All <br />NAYS: None Motion Carried <br />Resolution Adopted <br />First Reading of Ordinance No. 98-38, entitled; "An ordinance determining to proceed with the <br />construction of North Chagrin Commons Boulevard and Chagrin Common Parkview Boulevard, <br />each between certain termini, by grading, draining, excavating, paving with concrete and <br />constructing a bicycle path, curbs, water mains, sanitary sewers, service connections, valves, fire <br />hydrants, storm sewers, catch basins, manholes and vaults, all as more specifically described in <br />the plans of the Village's Consulting Engineer, and together with the necessary appurtenances <br />thereto, and declaring an emergency." Introduced by Mayor Rinker and Council as a Whole. <br />Mrs. Cico, seconded by Mr. Marquardt, made a motion to suspend the rules of Council <br />requiring an ordinance to be read on three separate occasions. <br />Roll Call: AYES: All <br />NAYS: None <br />Motion Carried <br />Rules Suspended <br />Mrs. Cico, seconded by Mrs. Mills, made a motion to enact Ordinance No. 98-38. <br />Roll Call: AYES: All <br />NAYS: None <br />Motion Carried <br />Ordinance Enacted <br />First Reading of Ordinance No. 98-39, "An ordinance authorizing a loan to the Village not to <br />exceed $4,883,268 from the Ohio Department of Transportation, State Infrastructure' Bank to <br />fmance a portion of the costs of the Progressive site project." Introduced by Mayor Rinker and <br />Council as a Whole. - <br />Mr. Marquardt, seconded liy Mrs,, Chico, made a motion to suspend the rules of Council <br />requiring an ordinance to be read on three separate occasions. <br />Roll Call: AYES: All <br />NAYS: None <br />Motion Carried <br />Rules Suspended <br />Mrs. Mills, seconded by Mrs. Cico, made a motion to enact Ordinance No. 98-39. <br />Mr. Brett said part of this is fo fuiisli, the financing for the interior road of the Northwest <br />Quadrant. We will not make a payment unti12001 by which time we will have the revenue <br />resources coming in including the special assessments. There are two components to this: about <br />2 million is going for the current project, the second part is to start work on the SOM Center <br />widening project (about 3 million on that.) <br />
