Regular Council Meeting <br />12-13-99 <br />Page 22 <br />Mayor Rinker said Mr. Chapman is in the audience if there is any other question about it. One <br />consideration of where wetland mitigation might possibly occur would be to expand it. That is one <br />of the considerations because of the way in which the Corps scores different mitigation plans. <br />Mitigation is simply if you disturb wetlands in one area, you must re-establish wetlands somewhere <br />else. ;There are different ratios depending on the drainages, the nature of the wetlands you are <br />imparting, the locations where you can improve and enhance other wetlands areas. If there were any <br />impact to ours, that would be part of the presentation. But, the impact would not be adverse. On the <br />contrary, it would be to enhance or expand it. <br />Mrs. Butler said this will be addressed with our committee. <br />Mayor Rinker said you will have a chance to look at it. It is not a negative, it is a positive. It may <br />not even be a consideration for the people in Governor's Village given the timetable in which they <br />want to work. Mr. Chapman could probably answer some questions that you may have where they <br />are looking to do it. That is an option that hasn't even been addressed yet. The only question right <br />now is because they are impacting the site on which they are working, that bears upon the <br />preliminary approval that the Village is looking at. It has nothing to do with where they are <br />mitigating, just the fact that they are impacting on their site. <br /> <br />Mrs. Mills, seconded by Mr. Ilacqua, made a motion to grant preliminary site plan approval to <br />Governor's Village for an Assisted Living Facility contingent upon the Corps of Engineers' approval <br />on the wetlands. <br />Roll Call: AYES: All <br />NAYS: None <br />Motion Carried <br />Preliminary Site Plan Approved <br />With Contingencies <br />^ A motion to authorize an expenditure in the amount of $4,150 to Sutphen Corporation for <br />one Hurst rescue motor (jaws of life) <br />Mr. Busa, seconded by Mrs. Mills, made a motion to authorize an expenditure in the amount of <br />$4,150 to Sutphen Corporation. <br />Roll Call: AYES: All <br />NAYS: None Motion Carried <br />Expenditure Authorized <br />First Reading of Ordinance No. 99-43, entitled; "An ordinance appropriating funds for current <br />expenses & expenditures of Mayfield Village, Ohio for the period from January 1, 1999 and ending <br />December 31, 1999 and declaring an emergency." Introduced by Mayor Rinker and Council as a <br />Whole. <br />
