U I <br />29 - <br />Mr. Cotton said the street needs graded and gravel to be put down. He said <br />the Police Department does not patrol their street because of the poor road <br />condition. <br />Lawrence Siringer - 950 Beech:Hill - said the condition of Beech Hil1 is <br />atrocious. It is becoming costly to him because he has had to replace <br />several exhaust systems on his car due to poor road conditions. He said <br />the Police Department used to come down their street two or three times <br />a day and he has not seen a police car on their street in months. He <br />said as a taxpayer they are entitled that service. He said regarding snow <br />removal, at one time there was six inches of snbw on their street. He , <br />only saw the snowplow come down their street once and it had its blade up. <br />He said today his grandaughter was ridin.g a bicycle and fell because of <br />the poor road. He said something must be done now as the road is impassable. <br />Mr. Carmen said he agrees temporary action.must be taken to improve the <br />road condition until it is paved. Safety vehicles must be able to use <br />the road. He explained there was no intent for this to be a lesson to <br />anyone. We were informed.by our Law Director we were unlawfully spending <br />public funds on a road that had not been dedicated for ma.intenance. <br />Mr. Cotton asked if the road had been'dedicated and accepted. <br />Mr. Feneli said the street was dedicated and accepted for public use but <br />it was not accepted for maintenance. <br />Mrs. Pumphrey said she has lived there for 24 years. When she moved there <br />the street had a hard surface and was maintained by the Village. The ditches <br />were cut each spring. Since then the road has been neglected and she feels <br />because of the Village's neglect the residents are going to have to pay for <br />paving. <br />Mr. Feneli explained that the municipality at no time had any obligation.to <br />maintain Beech Hill. <br />Mrs. Pumphrey questioned if it was the Village's responsibility to cut ditches. <br />Mr. Amendola said from 1976 to 1980 Mayfield Village spent between 1,200 <br />and 1,800 per year for grading and work done on Beech Hill each year. Close <br />to 500 tons of limestone were used each year. It was done in 1981 by King <br />Excavating. Mayfield Village does not have equipment that will cut that road <br />surface. He explained that when a plow goes down the road and hits a hole, <br />since they are heavier now they tear another hole in the road. Two months ago <br />18 tons of stone was used to f ill in all the holes on Beech Hill and the road <br />was graded. There is no ma.terial that is suff icient to hold up, the first <br />car that travels the street at 35 mph will tear the stones back.out of the <br />holes. He said for $1,000 the road could again be graded and the holes filled <br />with gravel.
