63 <br />Council agreed that the last Equalization Board Committee did a fine job and <br />if those members were willing to serve again, they would be happy to appoint <br />them to the Board. <br />Mr. Busa will contact the former members to see if they wish to serve again. <br />Ohio Bell Proposed Increase - Mr. Feneli said this matter is already being <br />reviewed by P.U.C.O. and a municipal corporation has no authority. Council <br />has already passed a resolution of opposition. <br />Repowering.Fire Engine 613 - Mr. Spellman said he and Chief Hejcl discussed <br />several proposals. They just received additional informa.tion and will report <br />at the May Caucus. <br />Gates Mills Fire & Ambulance Gontract Proposal - Mayor Beebe said Gates Mills <br />is due an answer to their January 31 proposal. He and Chief Hejcl are opposed <br />to the.contract proposal but want to remain cooperative to all communities. <br />They would prefer to continue the mutual aid contracts. <br />Discussion was held. Other communities have contracts that charge for <br />assistance, instead of mutual aid. <br />Mr. Busa is also opposed to the proposed contract because he would not want our <br />ambulance coming the additional distance in an emergency situation where a few <br />minutes can make a difference. He recommended the subject be discussed in <br />committee. <br />Mayor Beebe said he would advise Gates Mills they are still discussing the <br />proposal,and he will get back to them when a decision is made. Council will <br />try to resolve the matter at the next Caucus. <br />Mr. Busa stated Council will recess for a short break at 9:00 p.m. <br />Council reconvened at 9:20 p.m. <br />NEW BUSINESS <br />Variance Reques.t - Signs at 819 SOM - Mr. Feneli will be.sending a memo to <br />Council regarding his interpretation of.who has authorization on these issues - <br />the Board of Appeals vs. Council. He suggested that Mr. Amendola present the <br />variance to the Board of Appeals to be discussed at their meeting. If they <br />wish to make a ruling, they should do so conditioned upon Council approving <br />the legal summary from the Law Director. If Council approves his interpretation <br />at the May Caucus, then the Board of Appeals decision on the variance would go <br />into effect immediately. <br />Highland Heights Proposal - Use of Communications/Jail <br />Discussion was held. <br />Mayor Beebe and Council agreed a more def initive proposal from Mayor Hughes is <br />needed.before they can properly consider the proposals.
