137 <br />Mr. Carmen said, regarding Viacom, he is checking with them regarding calls made <br />to our Senior Citizens informing them of special sales and he will report at the <br />next Council Meeting. There are some problems with new.installations. He <br />suggests that anyone having problems contact him, Mr. Amendola, or the Village Hall <br />so Mr. Amendola can check that it has been installed,properly.; Viacom is now <br />offering several new channels. Also, they have a lock box available, a device <br />that enables you to lock the cable channels, especially for parents who do not <br />want their children watching the.cable channels when they are not home. <br />Mr. Carmen reported the Special Projects Committee is discussing the formation of <br />a group of parents to be the "Pumpkin Patrol" who will try to make sure the <br />children have a safe Halloween by patroling the streets Halloween evening. He will <br />be discussing this project with Chief Stevens. <br />OLD BUSINESS . <br />Beech Hill Assessment Equalization Board Report - Mr. Feneli said Council received <br />copies of the report from the Assessment Equalization Board. It stated.that <br />following tonight's hearing, they recommend to Council.the adoption of the revised <br />estimated assessments prepared by Engineer Hovancsek, dated September 9th. He <br />explained the procedures involved if Council either accepted or rejected this. <br />Discussion was held regarding the.possibility of the road being paved this year. <br />Mrs. Hanus said she felt the quotation trom the C1eveland Trinidad Paving Company <br />should be considered. _ <br />Mr. Hovancsek explained the proposal by the Cleveland Trinidad.Paving Company did. <br />not conform in ma.ny areas and would not even be worthy of consideration. <br />Mr. Carmen stated the Beech Hill residents want a road that the Village will accept <br />for maintenance. According to Mr. Hovancsek''s report, the proposed paving by the <br />Cleveland Trinidad Company would not be acceptable. Mr. Carmen said he agrees with the Assessment Equalization Board's decision to <br />raise the County's share of the assessment but disagrees with the increase to <br />3/4 on the corner homes. Hillcrest policy, as he is aware, is not to assess a <br />property owner.more than one full unit (combining the assessments of both streets), <br />unless they have driveways coming off both streets and would clearly benefit from <br />the paving. These property owners would be assessed a total of 1 1/4% which he <br />does not feel is fair. <br />The other members of Council agreed with Mr. Carmen. <br />Mr. Feneli explained there was no requirement for Council to make a decision <br />either to accept or reject the Assessment Equalization Board's decision•tonight. <br />He felt.Council could ask.the Board to reconsider these two increased assessments <br />and maybe they could reach an agreement. <br />
