<br />Mr. Feneli stated that he told Mrs. Mikula's attorney, Council, Gus and <br />Mrs. Rugg]_es there is nothing she is entitled to see that she will be <br />denied from seeing. Mrs. Mikula will be able to see everything as allowed <br />to be seen according to the Public Records Act. Mr. Feneli stated that <br />the Mayor's job is filled by the President of Council or by the President <br />Pro Tem depending upon who is available or out of the city, however, this <br />procedure was drafted with a part time Mayor contemplated. Mr. Amendola <br />is the Administrative Assistant, the on-the-job, day to day operator of <br />the municipality. Mr. Feneli stated Mr. Anendola does have those powers <br />he says he has. He stated Mr. Amendola can be overruled by the Mayor or <br />the Acting Mayor, whether it is the President of Council or the President <br />Pro Tem. Mr. Feneli said when the Charter was written there was not <br />supposed to be a full time Mayor, not until Mayor Beebe did they ever have <br />a person around 6, 7, or 8 hours a day. He stated Mr. Amendola is the <br />person who is supposed to be handling the little problems that come up every <br />day. <br />Mr. Feneli stated that he does not feel any of Mrs. Mikulas civil rights have <br />been violated because she was asked to wait a certain period of time to get the <br />material she is requesting. He stated there are necessary documents and things <br />that must be used daily to keep this municipality running on a day to day basis. <br />Mr. Feneli stated that if the girls in the office are preparing necessary <br />documents and .payroll and cannot give Mrs. Mikula the books she wants for 48 <br />or 72 hours then that is reasonable and when they are done doing what they <br />have to do to keep this Village running then she can see anything she is entitled <br />to see, but we are just asking that she be reasonable and the Village will be <br />reasonable. <br />Mrs. Mikula commented it was too bad Mrs. Ruggles is not present. She stated <br />she has made no demands upon her and is being lectured for something she has <br />not done. <br />Mr. Feneli stated he was stating facts for the benefit of Council. <br />Mrs. Mikula stated Mr. Feneli was constantly saying, "Mrs. Mikula" asking <br />why he is singling her out. <br />Mr. Feneli s.tated Mrs. Mikula is the one here raising the issue. <br />Mrs. Mikula stated she never made one demand on Mrs. Ruggles and she has <br />waited. <br />Mr. Feneli stated Mrs. Mikula had waited until last Friday and he does not <br />understand why she hadn't said something before if she was having problems <br />getting what she wanted.
