<br />Mr. Feneli said that is basically the outline, there are a few more things. <br />Mr. Schulz stated these things woul'd have little or no bearing on financial <br />matters. <br />Mr. Feneli stated that all financial records are completely open. <br />Mrs. Mikula stated she feels very uneasy about coming back to the Village <br />Hallm <br />Council President Spellman stated that is understandable. <br />Mrs. Mikula stated there are things she wanted to see that she would not <br />bring up with a reporter on the premises. She stated she would like to know <br />if the Village was ever on the brink of default or in default. She said <br />this is the reason why she wants to do extensive research into the financial <br />matters of the Village. She said she wants to know our bonded indebtedness, <br />how we got that bonded indebtedness. She said she wants to know why the <br />badly needed l.ight at SOM/Seneca/Aintree was so long in coming. She said <br />she wants to see why and where money was being spent and where money was not <br />being spent, as she feels she is entitled to know where her.tax dollars are <br />going. She questioned if it was a Village policy to run an infant day nursery. <br />She questioned if it is a Village policy to pay all kinds of long distance <br />phone calls, if employees are using her tax dollars, and she is not saying <br />they are, but she should have a right to know. She questioned if once the <br />Mayor leaves the jurisdiction of this area he still has the right to put <br />financial responsibility on the Village while he is on vacation. In other <br />words, can he make collect calls to the Village and can the Village make <br />long distance calls to him? She stated, officially, according to the Charter, <br />when the Mayor is absent, the Mayor is here, (either tHe President of Council <br />or the President Pro Tem). <br />Mr. Feneli stated there is only one Mayor, he would say he does have the <br />right to make telephone calls because he is the Mayor, Mr. Spellman is the <br />Acting Mayor. Mr. Feneli stated telephone calls are a reasonable expense. <br />Mr. Feneli stated if employees are making personal long distance phone calls, <br />this is not allowed. <br />Mr. Carmen stated the phone bills are being looked over and the matter is <br />being investigated. <br />Mrs. Mikula again asked the question regarding default. <br />Mr. Carmen stated that it depends on what you call default, if it means we <br />had at one time a cash flow problem, yes we did. He said if you mean if <br />we were in danger if going under, he is not sure that is true. He said it <br />depends upon.how you define it. Mr. Carmen stated if you are questioning <br />if we are in trouble now, the answer is clearly no. He stated the Village <br />in in fine financial.posture now. He told Mrs. Mikula when she looks <br />through.the public records she can garner her own conclusion. He said
