He said today he attempted <br /> to contact Mr. Robert Dergan of Traffic Control Products to locate the problem. <br /> Mr. Dergan is to retu rn his call Tuesday as he was not in. Mayor Beebe <br /> expressed apology to the residents for the delay and hopes to have more <br /> answers.after talking with Mr. Dergan. <br />Mayor Beebe stated he has asked for a brief executive session following this <br />meeting to discuss those items that are permitted under the Sunshine Law to <br />be discussed. <br />Mayor Beebe stated that per Mr. Feneli, certain items to be discussed should <br />be discussed on the floor. <br />Mayor Beebe stated one item for discussion has to do with any residents right <br />to examine.Village records. He said we want to be sure that taxpayers in the <br />Village have the right to come in and ask for reasonable information and <br />receive it within a reasonable period of time. He said he conferred with the <br />Law Director as to a reasonable amount of time. The Law Director and Mayor <br />Beebe agreed that a reasonable time frame would be three working days. Mayor <br />Beebe said he and the Law Director also determined that because there are only <br />two full time employees in the Finance Department that the person requesting <br />information should, in writing, specifically.list those items they are seeking, <br />and that we will comply within the three day time period. Mayor Beebe stated <br />they will not turn down any request for information unless the information <br />requested is classified information such as personnel records and health <br />records of employees and litigation matters. He stated he has asked Mr. Feneli, <br />in fairness to all taxpayers, to prepare a rough draft of an.ordinance <br />specifically outlining the procedure for obtaining information, so there is no <br />future conflict. He said this would be similar to.the rules of Council and <br />he would like Council to give serious'consideration to such an ordinance as we <br />cannot interrupt the daily operation of the Village. <br />Mayor Beebe stated that regarding the Regional Planning Commission, at one time <br />Mayfield Village had fine negotiations with the Commission. He said a decision <br />was made by former members of Council that it was not necessary to be a member <br />of the Regional Planning Commission or the Northeast Ohio Areawide Coordinating <br />Agency (N.O.A.C.A.). He asked that Council weigh.the true need and.the dollars <br />that are to be spent carefully when making a decision. <br />Council President Spellman asked Mayor Beebe what particular subjects he <br />planned to discuss in Executive Session. <br />Mayor Beebe stated he would be-discussing personnel matters. <br />COUNCIL PRESIDENT'S COMMENTS <br />Council President Spellman asked if, <br />written regarding the procedure for <br />apply to Council also. <br />in reference to the ordinance to be <br />seeing public records, if this would
